The new fueling facility, located at 25732 El Paseo in Mission Viejo, operates independently of any Costco warehouse. Unlike traditional Costco gas stations, this site does not feature an attached food court, meaning customers will not find the company’s signature $1.50 hot dog combo or complimentary samples at this specific location.

The station features 40 fueling positions and maintains specific operating hours: 5:30 a.m. to 10 p.m. on weekdays, 6 a.m. to 8:30 p.m. on Saturdays, and 6 a.m. to 7:30 p.m. on Sundays. While the station lacks a retail warehouse, it remains restricted to active Costco members.
Competitive Pricing and Regional Impact
Costco is leveraging its aggressive fuel pricing to influence the local market. According to the company’s website, the station is selling regular gasoline for $4.59 per gallon. This price point sits approximately 71 cents below the Orange County average of $5.30, according to data from AAA.
Regardless of Costco’s long-term plans for standalone gas stations, the new Mission Viejo location will almost certainly put pressure on nearby convenience retailers, which are unlikely to match the wholesaler’s aggressive fuel pricing,
noted Cstoredive. Nearby competitors, including Circle K, ExtraMile, United Pacific, BP, and Shell, may face potential declines in store visits and merchandise sales as a result of the new site’s presence.

Corporate Strategy and Future Expansion
The standalone gas station represents a broader push by Costco to bolster customer loyalty. During the company’s third-quarter earnings call in May, CEO Ron Vachris and Executive Vice President and Chief Financial Officer Gary Millerchip highlighted the importance of the fuel business. We’re seeing some members that have been members for some time but are using the gas stations for the first time — we think that’s also an encouraging sign for long-term loyalty,
Millerchip stated.

While the Mission Viejo site is the first of its kind, Costco has a second standalone station in development, though the company has not confirmed the full extent of its expansion plans for this model. This aligns with a wider growth strategy that includes opening more than 30 new warehouse locations annually for the foreseeable future. Vachris noted, Next year’s openings will be a good mix, with some infills in established markets, and we still have some opportunities in some new markets.
Broader Membership and Food Court Changes
The debut of the standalone station coincides with other significant policy shifts across Costco’s U.S. operations. Most notably, the company has tightened access to its food courts, strictly limiting them to members only. Additionally, the food court menu is evolving; while the price of the classic hot dog combo remains locked at $1.50—a price point held since 1985—the company is expanding its beverage offerings to include 16.9-ounce bottles of Kirkland Signature water alongside traditional fountain soda.
Furthermore, access to warehouses themselves has become more exclusive. Costco introduced early shopping hours for Executive Members this year.
