The Department of the Interior and Local Government (DILG) Region IX has completed a series of final inspections and documentation activities for infrastructure projects in the Municipality of Kabasalan, Zamboanga Sibugay. Conducted from May 5–7, 2026, the initiative focused on projects funded under the FY 2024 Local Government Support Fund – Support to Barangay Development Program (LGSF-SBDP).

Ensuring Infrastructure Standards

The Regional Inspection Team (RIT) was led by Engr. Phoelian Dannie Y. Bargamento and PEO II Deofie Marxlin M. Santander. They were joined by Engr. III Jessan Francis Ocampo from the DILG Zamboanga Sibugay Provincial Office.

The team performed site validations on a total of five projects. These inspections were designed to ensure that all completed infrastructure adhered to approved plans, technical specifications, and implementation standards.

Did You Know? The inspected projects included a Health Center in Barangay Diampak as well as School Building projects located in Barangay Banker and Barangay Buayan.

Community Impact and Validation

Beyond technical assessments, the inspection team evaluated the physical accomplishment and workmanship of the facilities. These projects are expected to improve the delivery of healthcare and basic education services within the beneficiary communities.

The process included direct interviews with community beneficiaries and barangay officials to gauge the actual impact of the developments. This feedback loop allows the DILG to assess how the implementation has affected the local population.

Expert Insight: By combining technical site validation with community interviews and exit conferences, the DILG is moving beyond a simple checklist. This approach ensures that infrastructure is not only built to code but is functionally meeting the needs of the people it is intended to serve, which is critical for long-term sustainability.

Accountability and Next Steps

To conclude the activity, the team held exit conferences with local government unit (LGU) functionaries. These meetings served as a forum to discuss observations and recommendations necessary for project sustainability and final completion.

The DILG Region IX stated that these activities reflect a commitment to transparency and accountability in government-funded projects. Such oversight is intended to foster inclusive local development.

Moving forward, the recommendations provided during the exit conferences may lead to corrective actions by the LGU to ensure the facilities remain functional. The successful documentation of these five projects could also serve as a benchmark for future LGSF-SBDP implementations in the region.
