Disqualified for VPO 2025: Who Stands to Lose Assistance

Beginning January 2025, not all Ukrainians will be eligible for Internal Displacement Support

Starting January 1, 2025, several changes will affect Ukrainians receiving internal displacement support (ВПО – Внутреннее переміщення obr. – Внутрішньо переміщена особа, ВПО). While some beneficiaries will continue to receive aid automatically, others will need to apply individually. Here’s a detailed breakdown of who’s eligible, who needs to reapply, and who will no longer receive support.

Who is eligible for automatic ВПО payments in 2025?

Certain Ukrainians will receive ВПО payments automatically next year, including:

  • Pensioners with monthly pensions below UAH 9,444
  • Individuals with 1st and 2nd group disability status
  • Minors with disability status
  • Children with severe illnesses
  • Unmarried Ukrainians aged 23 and below without parental support
  • Orphaned children
  • Foster and adoptive parents
  • Foster families and caregivers

The exact amount allocated depends on the beneficiary’s category. Individuals with disabilities and children will receive UAH 3,000, while others will receive UAH 2,000 monthly. Payments will be distributed on the 15th and 28th of each month.

Who needs to reapply for ВПО payments in 2025?

Some ВПО beneficiaries must submit an application to continue receiving aid:

  • Parents with children under 14 living in active combat zones or areas at risk of combat
  • Parents with children under 14 unable to attend offline school due to safety hazards
  • Families caring for a 1st group disability individual
  • Families caring for a disabled minor or seriously ill child
  • Minors who arrived as ВПО without parents
  • Pregnant women in their 7th month or later
  • Ukrainians aged 60 and above without a pension, with a monthly income per capita not exceeding UAH 9,444 (for families)

Who will no longer receive ВПО payments in 2025?

Based on Cabinet of Ministers of Ukraine Resolution No. 709 (2023), the following categories will not be eligible for ВПО aid:

  • Ukrainians who spent more than 30 consecutive days abroad without valid documentation
  • ВПО individuals who purchased a residence or land plot costing over UAH 100,000 (except when provided by the city or state budget)
  • Ukrainians who bought a new vehicle manufactured less than 5 years ago (excluding vehicles donated by volunteers to the Armed Forces of Ukraine)
  • Individuals with more than 13.65 sq.m of living space per family member in safe zones, or any residential area controlled by Ukraine
  • Ukrainians who purchased metals, foreign currencies (dollars, euros, etc.), or opened bank deposits exceeding UAH 100,000 (excluding funds from charitable organizations or medical, educational, or social services)

If you don’t fall into any of the above categories but haven’t received ВПО payments, contact your local Center for Administrative Services (ЦНАП).
