“Als mensen hun huis kwijt zijn, kunnen ze beter veilig én droog zitten op een plek waarvan je weet dat er communicatiemiddelen zijn”, zegt minister Van Weel (Justitie en Veiligheid) na afloop van de ministerraad. “Het kan in het ergste geval een oorlog of een aanval zijn. Dat is een scenario waarvan we hopen dat het nooit gebeurt, maar het is wel iets waar we ons op voorbereiden.”
Van Weel denkt voor de schuilplekken specifiek aan boven- of ondergrondse parkeergarages, die volgens hem stevig zijn en dezelfde functie hebben als een schuilkelder. “In de Koude Oorlog hadden we die ondergrondse garages nog niet, nu heel vaak wel”, zegt de minister. De onderzoekers van TNO gaan bouwtechnische eisen opstellen waar bouwwerken aan moeten voldoen willen ze geschikt zijn om te schuilen, ook bij bijvoorbeeld overstromingen.
Nederland had in 1990 nog een kleine 200 werkende schuilkelders, maar het is onduidelijk hoe het daarmee staat. Tot nu toe leek het kabinet ook niet van plan om nieuwe, openbare schuilplekken te creëren.

Na gesprekken met collega’s uit onder meer Finland en andere landen die aan Rusland grenzen, denkt Van Weel daar nu anders over. “Ze houden daar nu rekening met een oorlog die op hun grondgebied kan plaatsvinden. Dat zal niet meteen bij ons dezelfde effecten hebben, maar we zijn wel een groot doorvoerland. We zijn ook niet onkwetsbaar hier.”
Van Weel doelt daarmee op de haven van Rotterdam, die regelmatig wordt gebruikt voor de aanvoer van defensiematerieel van NAVO-landen, met name de Verenigde Staten. Het kabinet maakte vorige week ook al bekend in elke buurt een noodsteunpunt te willen, waar mensen terechtkunnen als het crisis is.
