China Launches Investigation into Beef Imports Amid Domestic Glut
In a move to protect its local farming industry, China has initiated an investigation into beef imports, the Ministry of Commerce announced on Friday. The probe comes as China’s beef market faces a perceived excess supply and falling domestic prices.
Soaring Imports Under scrutiny
With beef imports totaling around $14.2 billion in 2023, nearly double the $8.2 billion imported in 2019, major exporting countries like Brazil (42%), Argentina (15%), and Australia (12%) are impacted by this move. The investigation will focus on beef imports between 2019 and 2024.
Local Industry’s Call for Action
The China Animal Husbandry Association, along with other cattle-related business groups, requested the probe, stating that the surge in imports since 2019 has "seriously damaged" the domestic industry. Beef imports in 2023 were 65% higher than in 2019, with the first semester of 2024 seeing more than double the imports of the same period in 2019. Beef imports now account for 30.9% of China’s total beef consumption.
Economic Downturn and Price Declines
With China’s economy cooling down, consumers are buying less, driving down prices for beef, pork, and poultry. Chinese cattle ranchers are struggling, with many operating at a loss. The average wholesale beef price has slumped to its lowest level in five years, and cattle prices have reached a decade low.
Pekín’s Previous Interventions
Earlier this year, China urged farmers to limit their cattle herds to control prices, but import volumes continue to increase, particularly from Argentina, which saw a 10% increase in beef exports to China between January and November 2023.
Investigation Timeline and Impact
The investigation, set to last eight months, targets beef imports regardless of their origin. It is not expected to disrupt normal trade during this period. Meanwhile, China is also considering restrictions on dairy and pork imports from the EU, potentially in retaliation for the bloc’s planned tariffs on Chinese electric vehicles.
