Megan “Chloe” Swann, a former Madison County Sheriff’s Office deputy and K9 handler, was arrested Thursday morning following a grand jury indictment in the death of her patrol dog, Bart. WSMV reported that Swann was booked into the Madison County Jail at approximately 6 a.m. to face a charge of aggravated cruelty to animals.
The Indictment of Megan Swann
District Attorney General Jody S. Pickens confirmed that the Madison County Grand Jury returned the indictment on Nov. 2, 2026. The legal action follows an extensive investigation into the death of the 2 1/2-year-old German shepherd, who was certified in narcotics detection, tracking, article searches, and criminal apprehension.
Under Tennessee law, aggravated cruelty to animals is a Class E felony. According to WBBJ, a conviction carries a potential penalty of one to two years in the custody of the Tennessee Department of Corrections and fines reaching $3,000.

The Investigation into K9 Bart’s Death
The charges stem from an incident occurring between Sept. 18 and Sept. 19, 2026. Sheriff Julian Wiser previously stated that Swann left the K9 unattended in an outdoor kennel for roughly 36 hours. During this period, the dog lacked access to water while outdoor temperatures climbed above 100 degrees.
Following the discovery of the dog, the sheriff’s office transported Bart to a veterinary university program in Mississippi. A necropsy confirmed that the animal died of heat stroke caused by severe dehydration. Swann resigned from her position at the sheriff’s office shortly after the incident, while investigators executed multiple search warrants and reviewed digital records to complete the case file.
Arraignment in Circuit Court
Swann posted a $5,000 bond following her booking on Thursday. Her next appearance in court is scheduled for Nov. 9, 2026, for an arraignment in circuit court. District Attorney Pickens noted that because the prosecution is active and ongoing, his office will provide no further comment on the matter at this time.
