Federal Bureau of Investigation Director Kash Patel announced that the bureau has forged new law enforcement partnerships with China and Russia over the past year, according to Reuters. The initiative aims to enlist these long-time United States rivals as allies in combating transnational crime, such as cyber fraud, fentanyl trafficking, child sexual exploitation, and fugitive cases, as reported by Oneindia. Law enforcement cooperation with Russia has been underway for 15 months, according to TASS.

Structure of the Working Groups and Intelligence Sharing
The partnerships operate internally through four designated “working groups” covering cyber fraud, violent crimes against children, counternarcotics, and a fugitive task force, as detailed by indiatoday.in. As part of these arrangements, the FBI has exchanged personnel with Chinese counterparts, bringing officials from China’s Ministry of Public Security (MPS) to multiple FBI facilities in the United States to share intelligence and investigative information, while FBI agents have traveled to China. Patel stated that working-level MPS officers visit the United States every month, and FBI personnel travel there the following month.
The current relationship began following a visit to China by President Donald Trump in May 2025, which was followed by two trips by Patel to China, according to USA Today. Patel recently returned from a trip to Beijing in late July, where he met with Chinese Minister of Public Security Wang Xiaohong and Vice Minister Xu Datong, and a similar trip to Russia has been tentatively planned for October, according to FBI officials. In May, the FBI, China’s Ministry of Public Security, and Dubai police worked together in Operation Sand Dollar,
a raid on a cyber scam center in Dubai that resulted in 300 arrests, $300 million seized, and thousands of trafficked workers freed. Additionally, Chinese state media reported that a suspect inside China accused of serious violent crimes was repatriated to the United States in at least one case.
Counterintelligence Concerns and Security Risks
The new partnerships represent a major break with past U.S. policy, which has traditionally portrayed Russia and China as exporters of crime and sources of espionage rather than potential allies. The initiatives have sparked concerns within the broader counterintelligence community regarding the risks of sharing sensitive domestic security information and granting foreign officials access to U.S. facilities, according to The Independent.
Jeff Crocker, a former FBI supervisory agent who retired in 2024, criticized the approach, stating that China and Russia are active threats attempting to harm the United States physically, economically, and militarily. Crocker warned that access to U.S. government facilities and contractors provides cover for foreign agents to infiltrate them. In response to these concerns, Patel maintained that information exchanges are narrow in scope, reciprocal, and managed with appropriate counterintelligence operations and countermeasures deployed for any foreign visitor to FBI facilities.
