Brazilian Senator Flavio Bolsonaro is facing a Supreme Court investigation for alleged corruption, money laundering, and capital flight linked to the failed lender Banco Master, according to court documents unsealed by the Supreme Court. The probe was opened in July by Supreme Court Justice Andre Mendonca at the request of the Federal Police and the Prosecutor-General’s Office, but the details became public only after Chief Justice Edson Fachin ordered the proceedings unsealed.
Supreme Court Investigation Targets Flavio Bolsonaro Over Banco Master Case
Senator Bolsonaro, the eldest son of former right-wing President Jair Bolsonaro, is the leading right-wing challenger to incumbent President Luiz Inacio Lula da Silva in the upcoming election. Multiple opinion polls show Flavio Bolsonaro and Lula statistically tied in a simulated second-round runoff. Following the unsealing of the records, Flavio Bolsonaro stated that he has nothing to hide
and insisted that the financial backing for the project in question is completely legal.
Film Financing and International Fund Transfers
The investigation centers on the financing of “Dark Horse,” a film about former President Jair Bolsonaro that stars US actor Jim Caviezel. Investigators are examining whether investment solicited from Banco Master owner Daniel Vorcaro was used to channel money through complex asset protection structures.
According to federal police documents, the probe focuses on a US-based fund named Havengate, which received international remittances starting in early 2025. Investigators claim the fund, originally created for real estate purposes, received an initial transfer of $2 million from Banco Master’s controller. Police data extracted from Vorcaro’s mobile phone indicated that about $US12 million ($16.7 million) was transferred in 2025 to the US-based fund linked to Eduardo Bolsonaro, the senator’s brother and a former lawmaker living in Texas. Screenshots included in the court records suggest Eduardo Bolsonaro advised Vorcaro’s team on managing the funds in the United States.

The Prosecutor-General’s Office pointed to a repasse de montante expressivo
(significant transfer of funds) without known financial counter-part, highlighting messages where Vorcaro described the film financing as a high priority and received promises of political support from Flavio Bolsonaro. Vorcaro was arrested the day after messaging the senator while attempting to board a flight to leave the country. Banco Master was subsequently liquidated by the Central Bank, leaving debts exceeding R$ 40 billion and impacting approximately 800 million investors, according to reports.
Supreme Court Crisis and Political Fallout
The unsealing of the Banco Master records follows a severe internal conflict within Brazil’s highest court. Justice Mendonca recently publicized documents containing dozens of messages that police attribute to Vorcaro communicating with Supreme Court Justice Alexandre de Moraes. The disclosures led to calls for an unprecedented investigation into a sitting Supreme Court justice over allegations that Moraes acted as an adviser to the banker. Justice Moraes accused Mendonca of abusing his authority, triggering a public clash that prompted Chief Justice Fachin to schedule a full-court session for the 10-member bench to discuss the matter.

President Luiz Inacio Lula da Silva commented on the wider fallout by demanding that authorities Investigate everything, disclose everything, regardless of who it hurts.
While parts of the investigation involving Senator Bolsonaro remain under secrecy as police actively investigate, the unfolding scandal has injected volatility into an already tense presidential campaign as voters prepare to head to the polls.
