GovTech Cuts 93 Jobs Amid Major Two-Year Restructuring Plan

by Chief Editor

The Government Technology Agency (GovTech) of Singapore has retrenched 93 staff members as part of a multi-year restructuring plan aimed at transitioning the agency toward an in-house product-management model. According to chair Chng Kai Fong, the agency expects 7 to 9 percent of its 3,900-strong workforce to be affected by this shift over the next two years, though it anticipates a net increase in total headcount by the end of the transition.

Strategic Shift Toward In-House Product Ownership

GovTech is moving away from a model of managing third-party vendors toward building, operating, and securing its own digital infrastructure. Chng, who also serves as permanent secretary for digital development and information, stated in a July 15 note to staff that this transition is necessary to ensure the government can respond quickly to national requirements.

The agency cited the need for greater control over core systems—such as Singpass, Parents Gateway, and CDC Vouchers—which require constant improvement rather than one-off project deliveries. Chng noted that legacy systems become more vulnerable and difficult to secure if they remain static. By internalizing these capabilities, the agency aims to build internal expertise in software engineering, data science, and cybersecurity.

Did you know?
The current restructuring is not an AI-driven downsizing exercise. According to Chng, this strategic shift toward in-house product development began years before the recent surge in artificial intelligence technology.

Retrenchment and Redeployment Framework

The restructuring will occur in three phases over two years. For the first phase, GovTech reported that more than two-thirds of the officers identified for transition have been retained or reskilled. Specifically, 102 staff were retained in their current roles, while 110 were placed into apprenticeships to acquire new skills. The 93 retrenched employees represent the remainder of the first phase.

Retrenchment and Redeployment Framework

The agency worked with the Amalgamated Union of Statutory Board Employees (AUSBE) to establish a support package for those affected. According to AUSBE general secretary Gabriel Ng, the union negotiated terms that exceed standard collective agreement provisions, including:

  • One month’s salary for every year of service, capped at 25 years.
  • A three-month ex-gratia payment.
  • Full salary and benefits during a six-week notice and handover period.

Historical Context of Public Service Redundancy

Large-scale retrenchment in the Singapore public service remains rare. Historically, the government has utilized the Special Resignation Scheme (SRS) to manage redundancies. Data from a 2011 parliamentary reply shows that between 2006 and 2010, only 20 officers left the civil service via the SRS, mostly due to the computerization of processes like e-filing.

Unlike past instances where natural attrition was the primary tool for downsizing, GovTech leadership chose to initiate this restructuring to prevent critical systems from aging further. Chng emphasized that the agency is currently hiring for approximately 290 open roles, including software engineers and product managers, to support its new operational model.

Future Outlook for GovTech Roles

GovTech leadership has committed to a transparent process for the remaining two phases of the transition. The agency will prioritize retraining and redeployment, with the scope of the next phase expected to be announced by November 2026. Decisions regarding role changes are based on future organizational needs rather than performance rankings or cost-cutting measures.

Frequently Asked Questions

Why is GovTech restructuring its workforce?

The agency is shifting from managing vendor-delivered projects to owning and operating its own products. This change is intended to allow the agency to respond more effectively to national digital infrastructure needs and maintain better control over system security.

Frequently Asked Questions

What support is available for retrenched staff?

Affected staff receive one month’s salary per year of service (capped at 25 years), a three-month ex-gratia payment, and support for career transition. They also receive priority for redeployment within the public service via the Public Service Division and the Singapore Workforce Development Agency.

Is this exercise related to AI-driven automation?

No. According to agency chair Chng Kai Fong, the shift toward an in-house product model began years ago and is unrelated to the current wave of AI technology.
