On October 19, 2023, police conducted an unannounced inspection of the shooting range, leading to its immediate closure following the discovery of multiple security breaches. Oslobygg, the entity overseeing the renovation, had submitted a permanent rehabilitation application to the police in late June, with approval granted in mid-August, albeit with additional conditions.

Red Tape and Processing Delays

Oslobygg requested guidance from the police, but their responses, including additional stipulations, only arrived late in the process. In an email exchange, Oslobygg conveyed its puzzlement, saying, "It seems somewhat odd to introduce new specific conditions so late in the process."

The police, however, clarified their stance, asserting, "It is not the police’s responsibility to draft technical plans concerning safety on your behalf, so as to later approve your own application."

Oslobygg’s Response

NTB, a Norwegian news agency, queried Oslobygg about the police’s statement. Communicating on behalf of Oslobygg, Haakon Berg Jensen deprecated the notion that the company sought technical plan guidance from the police, stating that it only sought "guidance, which the police are legally obligated to provide according to the Administration Act, section 11."

Moreover, Oslobygg maintained that it had prioritized safety throughout the process, contradicting the police’s assertion that it had negligently overlooked critical safety areas.

Turf War Over Security Oversight

Oslobygg conjectured that the police’s demanding new conditions stemmed from a lack of prior discussion and appeal to the warp nulings within the Weapons Act. The police, however, retorted that it is their mandate to scrutinize and evaluate the security measures, using their discretion to ensure public safety.

In their correspondence, the police lashed out at Oslobygg for failing to present a compelling safety plan, accusing the entity of merely submitting minimal measures initially approved during the temporary dispensation period. Oslobygg, however, contended that the measures it proposed were the same ones approved by the police during the temporary dispensation period, thereby conveniently safeguarding security.

Dialogue Breakdown

Oslobygg expressed dissatisfaction with the police’s communication style, emphasizing that their interaction had been devoid of the mandatory dialogue stipulated in the Weapons Act. The police did not wish to comment on this matter.

Ultimately, Oslobygg and the police reached an agreement, and the shooting range is expected to reopen permanently, bolstering the security measures to ensure public safety.
