The officer involved has been identified by his family members and multiple media outlets as David Brouillette, who allegedly disclosed his involvement in the July 13 death of Johan Sebastián Durán Guerrero to his ex-wife, Ashley Brouillette.
While the Department of Homeland Security (DHS) has not officially confirmed the identity of the officer involved in the Biddeford, Maine, shooting, the reports have surfaced amid broader concerns regarding the rapid expansion of federal immigration enforcement under the Trump administration.
Allegations of Volatile History
Reports from the Associated Press, the Portland Press Herald, and NPR indicate that David Brouillette, a military veteran and former police officer hired by ICE in 2025, has a history of mental health issues and violent, threatening behavior.
A central piece of evidence cited in media reports is a voicemail allegedly left by Brouillette for his ex-wife, Ashley, in late 2025—around the time he joined the agency. In the recording, the voice identified as Brouillette asks, Do I think that you should have your … throat cuts or should have had them cut? Yep.
Though the Department of Homeland Security has declined to confirm the officer’s identity, citing a policy to not confirm or deny attempts to dox our law enforcement officers,
a DHS spokesperson, Lauren Bis, stated that the officer in question possesses nearly a decade of federal law enforcement experience.

Congressional Calls for Accountability
The incident in Maine has drawn sharp rebukes from high-ranking Democratic officials who argue that the agency’s mass-hiring initiatives have compromised public safety. Bennie Thompson (D-Miss.), the top Democrat on the House Homeland Security Committee, stated that the officer’s alleged history directly call[s] into question the supposed vetting and training ICE does of its recruits.
Senate Democrat Chuck Schumer of New York joined the criticism, accusing the Trump administration of rushing 12,000 agents onto our streets without ensuring they were fit to carry a badge and a gun.
Schumer argued that the administration and its allies have empowered a “rogue agencywith vast authority and little accountability, stating that they cannot
disown the deadly consequences” of these policies.

The death of 25-year-old Johan Sebastián Durán Guerrero, a Colombian man who leaves behind a partner and a three-year-old daughter, is one of several recent incidents involving federal immigration officers.
