European diplomacy remains at a standstill with Moscow after Serguei Lavrov showed no signs of flexibility during a G20 meeting in Atlanta. Kaja Kallas, the European diplomacy chief, told AFP on Friday that Lavrov offered no indication of a willingness to negotiate and instead presented “many lies” and “false theses” that were subsequently refuted, Le Figaro reported.
The meeting, held under the auspices of U.S. Secretary of State Marco Rubio, was intended to prepare for the G20 heads-of-state summit scheduled for December 14 and 15 in Miami. While Lavrov described his conversation with Rubio as “pleasant” and noted cooperation between Washington and Moscow, European officials reported a starkly different atmosphere.
European officials report deadlock in Atlanta
Diplomats gathered in Atlanta on October 30 and 31 expressed pessimism regarding a pause in the Ukraine conflict. According to Les Echos, European ministers feel the situation is growing darker despite statements from Donald Trump about reviving peace talks. Jean-Noël Barrot used the gathering to reiterate G7 commitments from Evian to provide military support to Ukraine.
The tension was visible in the event’s logistics. Boursorama reported that the traditional “family photo” was canceled. European officials refused to appear alongside the Russian delegation, and a U.S. official stated the session was scrapped to avoid a “diplomatic distraction” for the global press.

Did you know?
While the G20 is a forum for the world’s largest economies, Washington excluded South Africa from the Atlanta meeting. A diplomatic source told Boursorama this was due to alleged persecution of Afrikaners, while the U.S. invited Poland—a move Moscow strongly opposes.
Lavrov seeks sanction relief and security guarantees
Serguei Lavrov arrived in Atlanta with a specific agenda. BFM reported that the Russian government indicated Lavrov would call for the lifting of sanctions. Les Echos noted that Donald Trump had already negotiated an easing of sanctions on October 9 in exchange for Russian diesel entering the global market.
Beyond economic relief, Vladimir Putin has set rigid conditions for any diplomatic breakthrough. According to Les Echos, Putin told Alexander Stubb and Jonas Gahr Store on October 27 that he will not meet with Volodymyr Zelensky without a ready-to-sign peace agreement. Putin is also demanding the withdrawal of NATO from former Soviet-dominated countries.
Questions on the G20’s role in the Ukraine conflict
Will there be a peace summit in November?
Boursorama reported that a meeting between Russian, Ukrainian, and American officials could take place in the United Arab Emirates in November, though Washington has not yet confirmed the event.
What is the status of the Miami summit?
The G20 heads-of-state summit is set for December 14-15. Les Echos reports that Donald Trump has invited Vladimir Putin to Miami, but the Russian president has not yet responded.
Why is the G20 structure changing?
Secretary of State Marco Rubio told attendees that the U.S. is “reorienting” the G20 because the administration believes global security and economic prosperity are inseparable, Boursorama reported.
« Nous devons aspirer à bien plus qu’un cessez-le-feu localisé » — Emmanuel Macron, as reported by Les Echos.
