Liepāja SEZ Authority Continues Liepāja Industrial Park Construction

The Liepāja Special Economic Zone Authority is transforming the former “Liepāja metalurgs” factory grounds into a modern industrial hub under the “Liepāja Industrial Park Territory Development 2nd Stage” project. Backed by the European Union Cohesion Policy Program 2021–2027, the initiative cleans up historically contaminated industrial land to support the region’s climate-neutral economic transition.

Demolishing Mazut Tanks and Cleaning Contaminated Ground

Work on the site involves dismantling nine heavy fuel oil (mazut) tanks with a total capacity of 60,000 cubic meters. Contractors will also carry out soil and groundwater remediation specifically within the future construction zone of Eksporta Street.

Once the land is cleared, crews will install modern utility networks, including heat supply, water supply, domestic wastewater, and stormwater systems. The project will additionally connect Eksporta and Čuguna streets into a unified traffic grid, featuring a new roundabout at their intersection.

Design Detail: The center of the new Eksporta and Čuguna Street roundabout will feature historical slag cars from the former steel plant, preserving the area’s industrial heritage as it enters a new economic phase.

Global Recognition and Regional Growth Targets

The industrial park spans an area bordered by Brīvības, Meldru, Ezermalas, Parka, and Zemnieku streets, running adjacent to the Liepāja Lake “NATURA 2000” specially protected nature territory. The development is a joint effort between the Liepāja SEZ Authority, Liepāja City Municipality, SIA “Liepājas ūdens”, and SIA “Liepājas enerģija”.

Liepāja SEZ Manager Uldis Hmieļevskis stated that the primary objective is meeting local demand for modern manufacturing and logistics spaces, with a particular focus on attracting domestic capital enterprises. The development strategy aims to draw over 275 milj. EUR in private investments and generate at least 1,500 new jobs.

International validation accompanies the regional expansion. The publication Real FDI named the Liepāja Industrial Park one of the 10 most promising industrial and logistics investment projects worldwide, placing it alongside major developments in Germany, Spain, Iceland, Romania, the United Kingdom, and Mexico.
