Karachi Mayor Murtaza Wahab arrived at the Sindh Assembly on Friday riding an electric bike without a helmet, an act that appears to violate the Sindh government’s recently implemented e-challan regime for traffic offenses.

Video footage of the incident showed the mayor traveling to the assembly premises without protective headgear. The clip emerged while the provincial government is actively enforcing traffic regulations through an automated system that includes fines for motorcyclists who fail to wear helmets.

When speaking to reporters, Wahab stated that he had come to the assembly to attend a meeting and noted that riding a bike was not difficult, recalling his experience riding a bicycle during his childhood.

Regarding his lack of equipment and credentials, Wahab said, “Now I will buy a helmet and also apply for a motorcycle licence.” He further clarified that while he possesses a driving licence for a car, he does not hold a motorcycle licence.

The E-Challan System

The incident highlights a tension between official enforcement and public compliance. On October 27 of last year, the Sindh government formally launched the Traffic Regulation and Citation System (TRACS). This e-challan system was designed to modernize regulation by replacing manual ticketing with an automated electronic enforcement mechanism.

The system utilizes AI-integrated CCTV cameras to identify various traffic violations, such as jumping red lights, over-speeding, and the failure to wear helmets. To monitor these breaches, approximately 1,200 cameras have been installed across Karachi.

Since its introduction, the e-challan system has met with a mixed response from the public. Some critics have expressed concerns that Karachi lacks the sufficient infrastructure and facilities necessary to support the system’s implementation.

The footage of the mayor’s commute has drawn particular attention because helmet use is specifically listed as one of the violations monitored under the current enforcement framework. The situation has placed a spotlight on whether public officeholders are complying with the same rules the government is attempting to enforce through automation.
