Residents of Parang Municipality, Maguindanao del Norte, will soon have access to faster, paperless government services following the soft launch of the Digital Bangsamoro Center and Digital Bangsamoro Web Portal on Monday, February 16, 2026.
Streamlining Public Services
The initiative is part of the Localizing e-Governance for Accelerated Provision of Services (LeAPS) program, a collaboration between the Ministry of the Interior and Local Government (MILG) and the United Nations Development Programme. The program aims to centralize essential services, including business permit applications and civil registrations, into an online “one-stop shop.”
Atty. Fausiah Abdula, MILG Director for Operations Management Services, stated the initiative represents “dignity in public service” and is intended to increase public trust in governance. She also noted the shift from manual to digital systems signifies a move toward proactive, rather than reactive, governance as the Bangsamoro region continues its reforms.
Parang is the second municipality in Maguindanao del Norte to activate the facility, following Datu Blah Sinsuat, and the eighth in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to do so.

Mayor Cahar Ibay emphasized the innovation will reduce the “time, cost, and visits required for transactions,” benefiting residents who previously faced long lines and extensive paperwork. He stated the goal is to “accelerate transactions so we can deliver on people’s needs immediately.”
The launch builds on Parang’s existing digital initiatives, including its early adoption of the Paleng-QR Ph Plus program for cashless payments.
According to MILG, this digital shift is aligned with the BARMM government’s 12-point priority agenda, which identifies digital infrastructure and e-governance as key drivers for regional development.
