Romania’s Ministry of Finance has published a draft emergency ordinance proposing the elimination of the national logistics fee on non-European Union parcels starting November 1, 2026, alongside a one-year postponement of QR code penalties on fiscal receipts for approximately one million cash registers.
Repealing the National Parcel Fee
The national logistics fee applied to parcels arriving from outside the European Union, commonly called the “Temu fee,” will disappear on November 1, 2026, according to the Ministry of Finance. Law No. 239/2025 originally established the levy under Article XXII to tax inbound e-commerce shipments.
Council Regulation (EU) 2026/382 introduces a 3-euro customs duty per article, while Regulation (EU) 2026/2108 sets an additional 2-euro processing fee per article. The Ministry of Finance stated that removing the domestic charge avoids overlapping fiscal obligations and harmonizes Romanian law with European Union regulations.
The domestic fee remains active for all packages delivered to recipients through October 31, 2026.
Postponing Fiscal Receipt QR Code Sanctions
The draft ordinance delays penalties for merchants issuing receipts without a customer identification code, receipt identification number, and QR code until October 31, 2027. Emergency Ordinance No. 68/2025 currently suspends these fines only until November 1, 2026.
Failing to include these data elements carries fines ranging between 2,000 and 4,000 lei. The Camera Consultanților Fiscali (CCF) warned authorities in mid-October that cash register distributors lacked technical requirements regarding data structure, format, coding, dimensions, and positioning.

Updating about one million electronic fiscal cash registers requires modifying secondary legislation, developing software by authorized distributors, testing all models at the National Institute for Research and Development in Informatics (ICI București), and deploying updates through service technicians, the Ministry of Finance noted in its explanatory memorandum.
Accelerating Confiscated Asset Sales
Government Ordinance No. 14/2007 receives modifications under the new draft to speed up the takeover, administration, and capitalization of seized goods. The state gains legal grounds to sell these items through online auction platforms and e-commerce stores.
Additional sales channels include real estate agencies, auction houses, and stock exchange brokers. For online auctions, the project establishes an automated price reduction mechanism: 25% off the starting price at the second auction, 50% at the third, and 75% starting from the fourth. The ANAF president will approve implementation norms through an order.
Extending Didactic Voucher Funding Deadlines
The project extends the deadline for loading electronic career vouchers for teaching staff to December 31, 2026. Emergency Ordinance No. 39/2026 previously set funding deadlines for August 31, 2026, for the 2025-2026 school year and September 30, 2026, for the 2025-2026 academic year.
The Ministry of Education and Research requested the extension. Funded through non-reimbursable European grants under Emergency Ordinance No. 58/2023, the support targets teaching and auxiliary personnel in state pre-university education alongside university staff including lecturers, assistant professors, and work chiefs active during the 2025-2026 academic cycle.
Municipalities Secure Loans for Heating and Local Projects
Municipalities facing heating season demands for 2026-2027 receive two financial instruments without extra budget allocations. Local authorities can guarantee bank loans contracted by district heating operators and secure state loans from privatization revenues up to a total ceiling of 300 million lei.

Local governments may redirect unspent funds toward child protection services, day centers, and finishing National Recovery and Resilience Plan (PNRR) investments.
