Bankers Split on Upcoming Rate Cuts as Norway‘s Economy Hangs in the Balance

From Three to Four Cuts: The Optimistic View
Several economists predict Norges Bank will cut rates three or four times in 2025. Among them is Jan Ludvig Andreassen, chief economist at Eika:
"I expect Norges Bank to cut rates at all four main meetings, in March, June, September, and December. The bank will gradually have to adjust its growth and inflation projections."
However, Andreassen warns of potential headwinds from a new government:
"At the December meeting, the outlook for 2026 will be crucial. Here, we could see some turbulence from a new government’s plans for increased oil revenues, which could threaten the fourth cut."
Two Cuts or None: The Cautious Stance
At the other end of the spectrum, economists like Sara Midtgaard of Nordea anticipate only two rate cuts:
"We believe that the Norwegian economy needs to show more strength before we see more aggressive rate cuts. Nordea expects two rate cuts, with the first in March."
Midtgaard also raises concerns about labor shortages in key sectors and the weak krone, which could cap inflation and halt further rate cuts:
"If our projections are correct, we could see sectors struggling to find labor, particularly in construction and engineering. This, combined with a weak krone, could keep core inflation around 3% and stall Norges Bank’s cutting cycle."
