M&S Opens New Oxford Street Flagship After Planning Dispute

by Chief Editor

Marks & Spencer has opened its flagship Pantheon store on London’s Oxford Street, marking the culmination of a protracted legal and planning battle. The site, which has hosted the retailer since 1938, now features a modernized four-floor, almost 100,000-square-foot layout designed to serve as a research and development store for the company’s fashion, home, and beauty divisions.

The Legal Path to Redevelopment

The opening follows a dispute between the retail giant and the UK government. Marks & Spencer originally sought permission from Westminster City Council in 2021 to demolish part of the building for redevelopment. However, the project faced opposition from heritage and sustainability experts.

The Legal Path to Redevelopment

In July 2023, then-housing secretary Michael Gove intervened, refusing the application. M&S subsequently initiated legal action in the High Court. The presiding judge ruled that the government had made a series of flawed decisions in blocking the plans. Following the legal challenge, the project received approval from former deputy prime minister Angela Rayner in 2024.

The Pantheon store serves as a research and development store for M&S. Chief executive Stuart Machin noted that the store is being used to test how to make shopping our ranges easier, more curated and more inspiring, from clearer product moments to how the store looks and feels overall.

Modernizing the Retail Blueprint

The Pantheon flagship reflects a broader shift in M&S’s operational strategy. Since 2019, the company has been updating its food store formats to capture the soul of a fresh market. The firm has renewed 160 of its food stores since then. Chief executive Stuart Machin stated that the company is now taking that same approach into fashion, home and beauty.

The updated Pantheon location introduces several new concepts, including a bespoke suiting offer. The store’s interior design is intended to offer clearer “product moments,” a strategy M&S plans to test. The retailer is currently working through a backlog of estate modernization, with Mr. Machin noting that the company has “25 years of catching up to do.”

Retail Expansion in the UK Market

The Pantheon project is part of a larger investment strategy for the current financial year. Beyond the flagship, M&S is renewing six stores in London, alongside four brand new stores.
