Dubai’s Islamic Affairs and Charitable Activities Department has drawn nearly 7,000 participants to its Quranic programs and study circles under the In Every House a Hafiz
initiative, according to reports. The effort utilizes a structured educational framework designed to make families core partners in instilling Quranic values across Dubai.
Geographic Reach and Participant Demographics
The initiative spans across the department’s knowledge centers, mosque circles, and the Hatta region. Knowledge centers account for more than 4,500 participants, while mosque circles host approximately 1,800 individuals. An additional 500-plus participants are enrolled in Hatta.
Demographically, the enrollment breaks down into more than 4,700 UAE citizens and over 2,100 residents.
Did You Know? The initiative aims to achieve a specific target: having at least one memorizer of the Quran, known as a hafiz, in every single household across Dubai.
Dr. Ali Hasan Al Marzouqi outlines family partnership goals
Dr. Ali Hasan Al Marzouqi, who serves as the initiative’s lead, stated that the program views the family as a fundamental partner in generating a lasting Quranic impact. Al Marzouqi explained that the home acts as the primary environment where children shape their character and values. He noted that the program intends for every participant to become a positive influence within their household, passing down Quranic values through generations.

The initiative also focuses on establishing a centralized database to track the numbers and geographic distribution of Quran memorizers in Dubai. Planners intend to use this data to measure societal impact, refine planning, and reduce operational overlap between participating centers.
Graded educational framework guides student instruction
The program utilizes a graded educational framework with standardized criteria. Instruction begins with proper recitation and Tajweed rules before moving on to memorization. Advanced learners can pursue specialized Quranic readings.
Classes operate through flexible pathways that are available both in-person and remotely to accommodate different age groups and skill levels. The department prepares participants to enter external Quranic competitions to encourage ongoing learning and mastery.
