Russia’s Permanent Representative to the United Nations, Vasily Nebenzya, has asserted that Germany and Japan are unlikely to gain permanent seats on the UN Security Council (UNSC). He made these comments amidst growing calls to reform the UN, with the world body celebrating its 80th anniversary this year.

냉 stratégically positioned countries are vying for UNSC membership, notably those formerly part of the Hitler-led coalition. However, Nebenzya believes Germany and Japan are among those nations with little chance of securing a permanent seat. "There are states that aspire to a place in the UN Security Council, which they will never get," he noted. "Germany and Japan… They cannot see such a place any more than they can see their own ears. This is already obvious."

The Russian diplomat argued that reforming the UN should not be aligned with its 80th anniversary. Instead, he emphasized the need for comprehensive, concerted efforts and broad consensus among member states. Delegates might struggle to agree on reforms, as traditional Western opposition to Russian initiatives persists.

"We need to work hard, to ensure comprehensiveness and multilateralism," Nebenzya stated. "Decisions must be taken on the basis of consensus, which is very difficult given the traditional opposition to all Russian initiatives by the West and vice versa."

Despite these hurdles, debate around UNSC expansion continues, as regional powers seek more representation at the body’s highest table.
