The Ministry of State Secretariat of the Republic of Indonesia (Kemensetneg) has announced a new circular, Number B-32/M/S/LN.00/12/2024, outlining updated policies for Official Overseas Travel (Perjalanan Dinas Luar Negeri – PDLN). Here are the key points from the December 23rd, 2024, regulation:

  1. Effective, Efficient, and Selective Approach
    The new policy emphasizes the need for PDLN to be effective (goal-oriented), efficient (cost- and time-effective), and selective (through a screening process). The primary objective is to support the realization of President Prabowo’s strategic national objectives.

  2. Substantive and Urgent Initiatives
    The ministry prioritizes initiatives that are substantive, urgent, and yield tangible benefits for the government’s performance and regional development.

  3. Limited Participants
    The new regulation introduces specific limits on the number of participants based on the type of activity to ensure the efficient use of resources:

    • Educational assignments (Diploma, Bachelor’s, Master’s, Doctoral, Post-Doctoral): As per the request
    • Diplomatic courier, expert missions, research, briefings, or assignments: As per the request
    • Sports missions: As per the request, with a limit on accompanying personnel
    • Presidential or Vice-Presidential visits: As per the President’s instruction via the Minister of Foreign Affairs
    • Ministerial or head of institution visits: As per the instruction of the Minister of State Secretariat
