An anonymous source cited by Agenstvo claimed that Ratcliffe framed the military situation in stark terms, allegedly suggesting that Ukrainian forces held a commanding vantage point. “Ratcliffe made it seem as though Volodymyr Zelenskyy was already standing on Poklonnaya Hill and viewing the Kremlin through binoculars,” the source told Agenstvo, adding that Kremlin officials viewed the assessment as detached from reality.

The implications of the Moscow visit came under scrutiny during an appearance on NRK’s Dagsnytt 18 by Tor Bukkvoll, chief researcher at the Norwegian Defence Research Establishment (FFI). Asked whether Putin needs outside assessments from American intelligence regarding frontline conditions, Bukkvoll noted that institutional incentives within the Russian military often obscure the truth.

“He should listen to them, because I think it is quite likely that Putin sits with a wrong picture of how it is going,” Bukkvoll told NRK. “It has been a known problem in Russian military warfare for a very long time that officers who do poorly lie, because otherwise they get punished.”

Bukkvoll added that while Russian forces have recorded slower, incremental advances through the summer months following a sluggish year overall, a decisive outcome remains distant. Battles for key urban centers like Kramatorsk and Slovjansk approach, but Bukkvoll emphasized that these engagements could stretch on for years, dismissing notions that the Kremlin could force a conclusion by winter.
