“It is possible. It could be a limited incursion, false-flag provocations, or a large-scale campaign to influence public opinion,” Koudelka told The Guardian, noting that the scenario could unfold within months. He added that numerous actors are working to prevent such outcomes.

Complementing these warnings, the Director of the Latvian Security Service, Normunds Mežvietsts, and the head of Swedish military intelligence and security, Thomas Nilsson, also spoke with The Guardian. All three intelligence leaders concurred that regardless of specific developments, Russian sabotage campaigns across Europe are likely to intensify in the coming months.

Escalation Tactics and the Strategy Against Western Support

Koudelka described current Russian strategy through the operational concept of “escalating to de-escalate.” Under this approach, the Kremlin targets vulnerabilities within Western societies to diminish public and political backing for Ukraine’s defense efforts.

“They believe that if they push escalation far enough, European countries will decide not to support Ukraine,” the BIS director said, contextualizing the threat against the backdrop of Ukraine entering its fifth year of resisting a full-scale Russian invasion with Western assistance.
