Holding the top spot for the third year running, Singapore has maintained its position as the world’s most powerful passport. Taiwan, meanwhile, has significantly improved its ranking, leapfrogging China in the process.
Singapore Retains the Crown
Singapore, with its strong economy and strategic global alliances, has consistently led the Henley Passport Index since 2023. Its passport holders can now access 164 destinations without a visa, further cementing the city-state’s status as a global hub.
Taiwan Rises, China Falls
Taiwan’s ‘golden passport’ program, which offers citizenship in exchange for substantial investment, has contributed to its dramatic ascent in the rankings. Now standing at 32nd, Taiwan has surpassed China, which has slipped to 34th place. This marks a significant shift in the regional order, with Taiwan now offering greater global mobility than its mainland counterpart.
Globalization’s Impact on Passport Power
According to Dr. Parag Khanna, founder of FutureMap, these shifts reflect the broader trend of countries seeking to attract foreign investment and talent to boost their economies. However, he also notes that the digital age and resurgent nationalism may challenge the notion of the ‘golden visa’ in the coming years.

The Henley Passport Index is based on data from the International Air Transport Association (IATA) and covers 227 different passports. Here are the top ten most powerful passports in the 2025 ranking:
