Swartland Municipality has secured the top position as the best-performing local municipality in South Africa for the second consecutive year at the 2026 Municipal Performance Awards.

The awards were presented on 1 October 2026 at the South African Property Owners Association (SAPOA) Annual Convention held at Sun City. Ratings Afrika partnered with SAPOA and the Banking Association of South Africa (BASA) for the event, which was launched in 2025 to recognise municipalities demonstrating strong financial management, governance, and service delivery. Swartland claimed the First-Place award after improving its score on the Ratings Afrika Municipal Financial Sustainability Index (MFSI). For the 2025/2026 financial year, the municipality increased its rating to 80 out of 100 from 77 out of 100 in the prior evaluation, leading the MFSI among all municipalities assessed.

Ratings Afrika evaluated municipal sustainability across several core metrics, including operating performance, liquidity management, debt governance, budget position, affordability, and infrastructure development. Swartland has demonstrated exceptional leadership, sound governance, and a strong commitment to delivering meaningful results for its community, Ratings Afrika stated, noting that the municipality had also been a joint winner of the award in 2025.

Swartland Municipal Manager Joggie Scholtz stated that the municipality actively welcomes independent evaluations because they provide an objective lens on administrative operations. We value these independent assessments because they demonstrate that it is possible to manage an effective local government with limited resources in South Africa, Scholtz said.

Scholtz added that these audits offer an objective view of areas where the municipality excels as well as sectors requiring continued improvement, particularly as external pressures increasingly impact day-to-day municipal functions.
