The Southeast Sulawesi provincial government has identified and prepared 47 assets across 13 districts and cities to facilitate the construction of cooperatives under the national Red and White Village Cooperatives (KDMP) program.
Strategic Asset Allocation
Umikun Latifah, head of the Southeast Sulawesi Regional Financial and Asset Management Agency, stated that this move follows Presidential Instruction No. 17 of 2025, which mandates the acceleration of cooperative development in villages throughout Indonesia.
The identified assets include 10 in Kendari, eight in Konawe, five in South Konawe, and five in Kolaka. Other allocations include three in Bombana, three in East Kolaka, two in North Kolaka, two in North Konawe, two in Baubau, two in Central Buton, and two in Muna.
one asset has been identified in the Konawe Islands District and one in the West Muna District. Latifah noted that these assets consist of idle land plots, former offices, community health center buildings, and type B bus terminals that have not yet been optimized.
Driving Rural Economic Welfare
The initiative aligns with a Home Affairs Ministry circular regarding the use of idle regional government assets. Latifah emphasized that a strict verification process is being used to ensure that the repurposing of these assets does not disrupt existing public services.
Laode Muhammad Shalihin, head of the Southeast Sulawesi Office of Cooperatives and Micro, Small, and Medium Enterprises (MSMEs), stated that his team will provide intensive guidance to operators. The goal is to direct cooperatives toward businesses in fisheries, trade, agriculture, and local MSMEs to strengthen people’s welfare.
Projected Growth and National Targets
Government data indicates that Southeast Sulawesi is projected to host at least 764 KDMP units. To date, 64 units have completed physical construction, with 16 established in South Konawe, 10 in Konawe, seven in Kolaka, and six in West Muna.

On a national scale, Cooperatives Minister Ferry Juliantono reported during a May 13 coordination meeting that construction has been launched for 37,327 village cooperatives, with 8,927 already completed.
President Prabowo Subianto has set a vision for 30,000 KDMP units to be operational by July of this year. The remaining facilities in Southeast Sulawesi may see accelerated development to meet these national objectives.
