The Delaware State Police arrested 51-year-old Dongjun Zou and 47-year-old Wulian Fan, both of Modern York, on felony theft charges following an investigation into a courier scam in Seaford.
On March 25, 2026, troopers responded to a report from an 84-year-old male who believed he had been scammed. The victim reported encountering a computer pop-up that locked his computer and directed him to call a number for assistance. After contacting the number, he was coerced into withdrawing money to provide to a courier.
While officers were speaking with the victim, the scammers again contacted him to arrange another money pickup. Detectives from the Sussex County Financial Crimes Unit and the Special Investigations Unit then joined the investigation, identifying Zou and Fan as suspects.
Detectives stopped Zou’s Nissan SUV and took both suspects into custody, transporting them to Troop 4.
Zou was charged with knowingly acquiring the proceeds of criminal activity, theft of $1500 or greater from a victim 62 years or older, attempting to commit theft of $1500 or greater from a victim 62 years or older, and conspiracy second degree – all felonies.
