Hundreds of Victims Receive Compensation After Caustic Soda Liquid Spill in Bandung Barat

Hundreds of victims affected by a caustic soda liquid spill in Cikamuning, Padalarang, Bandung Barat (KBB) finally received compensation on Thursday (2/1), following a pledge by the company involved.

The spill occurred on Tuesday (24/12), affecting numerous vehicles parked along Jalan Raya Purwakarta-Padalarang. Raging floodwaters carrying the hazardous chemical, sodium hydroxide or lye, swept through the area, causing extensive damage to properties and vehicles.

One of the affected individuals, Muhammad Abil (25), expressed his disappointment with the compensation amounting to IDR 300,000. Despite receiving some relief, he felt the offered sum was far from adequate to cover the damages incurred, especially with regards to his motorbike which requires significant repairs, including engine parts and bodywork.

Another victim, Moch Ilham from Cikalongweten, shared a similar sentiment, stating that the compensation offered for his motorbike – which also sustained considerable damage – was considerably lower than the estimated repair costs.

The local police, led by Kanit Gakkum of Sat Lantas Polres Cimahi, Iptu Bayu Subakti, reported that approximately 1,260 vehicles had been affected by the spill, although the exact number of claimants to be compensated was yet to be finalized.

However, Sudarsih, a resident of Jakarta, found her name missing from the list of recipients, despite having registered as a victim during the initial assessment and being assured of compensation. Arriving early in the morning, she was left frustrated and confused as she had been informed earlier that her details were already included in the database.

The company responsible for the spill, CV Yasindo Multi Pratama, maintains that it is focusing on compensating those with minor damages initially, with a standard payment of IDR 300,000 per vehicle. Vehicle owners with more severe damage will be assessed individually to determine the appropriate compensation.

JAVA BARAT, Indonesia – The Vice Chairman of the Indonesian House of Representatives (DPR) Commission V, Syaiful Huda, suspects foul play behind the spill of caustic soda liquid, commonly known as soda ash, on the Purwakarta-Padalarang road in West Bandung, West Java, yesterday, December 24. Not only the driver, but the company overseeing the transport also deserves punishment if there has indeed been a violation.

The tanker truck carrying the hazardous and corrosive chemical leaked, causing the liquid to spill onto the road and leading to several accidents and vehicle damage. Several residents were also reported to have sustained injuries from the corrosive liquid.

According to Detikcom, Huda pointed out that there were indications of violations in the transportation of hazardous and poisonous materials (B3), including the incompleteness of the B3 transportation labels on the container body.

Moreover, Huda criticized the driver and the accompanying crew for not acting swiftly when the leak occurred, resulting in more than 100 motorcyclists and drivers becoming victims.

Huda believes that if the driver had followed the rules regarding B3 transportation set by the Director-General of Land Transportation of the Ministry of Transportation, such incidents could have been prevented. He suspects that the driver did not possess the special certificate required for transporting B3 waste.

"A driver of B3 transportation doesn’t just need the general SIM license but must also have a special certificate from the Director-General of Land Transportation," Huda explained. This certificate ensures that the driver has adequate knowledge of the characteristics and nature of the chemical being transported and can take precautionary measures in case of a leak or emergency situation.

Penalties for the Company

Huda called for stern penalties not only for the driver but also for the company overseeing the B3 transportation. He also asked the Ministry of Transportation to conduct periodic inspections to minimize similar incidents involving chemical trucks.

"If there are no regular inspections, similar incidents could occur again, causing significant losses to the public," Huda warned.

More than 100 motorcyclists and drivers were affected by the soda ash spill in West Bandung. Some victims complained of irritation, itching, and heat in their eyes, while others suffered burns.

The incident occurred on December 24. Cimahi Police Chief AKBP Tri Suhartanto revealed that more than 100 people had been affected, with four being referred to a hospital for further treatment.

Some even suffered burns as a result of falling and coming into direct contact with the chemical," she explained.

Asep (20), a resident of Cikubang, Sumur Bandung Village, Cipatat District, KBB, was one of the many affected. He was on his way to work in Cibaligo, Cimahi City, when the incident happened. "I was heading to work in Cimahi, and the road was wet. The water splashed onto my face, but it turns out it was this chemical, which caused my face to feel hot and itchy," Asep recounted at the scene.

The chemical not only caused skin irritation but also affected the vehicles it came into contact with. Asep’s motorcycle stalled and refused to start, its electrical sensors.short-circuited by the chemical. "The sensor for my motorcycle’s electrical system got hit by the chemical and short-circuited, and so did the rear wheel’s roller," Asep explained.

Rizki Muhammad Sidik (23), a security officer at Cimahi City Hall, also missed work due to the spill. His motorcycle, which came into contact with the chemical, was rendered inoperable. "Just like the others, my motorcycle stalled, and I couldn’t go to work. Plus, the paint on my motorcycle began to peel off," said Rizki.
