JAKARTA, KOMPAS.com – Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) Mahfud MD said, a lot Law based on political trade off. This means that the law was born from the results of compensation.
He revealed that when the government proposed the formation of a law, the DPR as a legislator often asked for compensation for the making of the Law.
“If the government proposes this law, the DPR proposes gini for compensation, and the DPR must be given that. So that many laws are grounded. political trade off, “said Mahfud while attending the release of a survey by Saiful Mujani Research & Consulting (SMRC) on virtually the condition of Indonesian democracy during the Covid-19 period, Sunday (23/8/2020).
Mahfud said that during the era of President Soeharto’s leadership, massive corruption occurred only within the government. Meanwhile now, corruption is everywhere.
“In general, there are those who think that even though we choose a democratic (government system), much of the corruption that occurs in Indonesia is built through democracy. So corruption is made democratically through decisions in the DPR,” he said.
It was reported that the results of a survey by the research institute Saiful Mujani Research & Consulting (SMRC) showed that public satisfaction with the implementation of democracy in Indonesia reached 67 percent.
This figure has decreased sharply compared to people’s satisfaction with the conditions of democracy before the Covid-19 pandemic.
This was conveyed by the founder of SMRC Saiful Mujani, when releasing a survey on the condition of Indonesian democracy during the Covid-19 period, Sunday (23/8/2020).
“Satisfaction with the running of democracy, 67 percent said they were very satisfied or quite satisfied, 27 percent said they were not satisfied or not satisfied at all,” said Saiful.
Saiful said that before the Covid-19 pandemic occurred in the country, 74 percent of the people said they were satisfied with the implementation of democracy.
In June 2020, that number had dropped sharply by 59 percent. Even though it has not fully recovered, the latest SMRC survey shows that people’s satisfaction with democracy is currently starting to rise again.
“So we see that this is an indication that Covid creates a sense of dissatisfaction with democracy,” said Saiful.
At the headquarters of Tsepkalo, they answered that there was already a court decision on this issue, which Iggeji did not dispute. The structures affiliated with it were generally forbidden to engage in construction in Belarus due to numerous violations. “Not a single object was completed to the end and was not transferred in the prescribed manner to the customer. Dozens of legal proceedings have taken place or are ongoing in all facilities, ”the headquarters noted. “We can only guess about the motives of the current statement of Mr. Iggeji. We are carefully studying the situation regarding the possibility of filing a lawsuit against Mr. Igdeji for the protection of honor, dignity and business reputation as a result of the dissemination of false information, ”said Tepkalo at the headquarters.
Tsepkalo became the last remaining free representative of the “big opposition three” rivals of Alexander Lukashenko in the August presidential election. Two other members, blogger Sergei Tikhanovsky and former head of Belgazprombank Viktor Babariko, have already been detained. In an interview with RBC, Tsepkalo did not rule out that something similar could happen to him, but assured: “We are simply moving in the political process, doing what is allowed to be done in accordance with the Constitution and the electoral legislation of our country.”
On June 24, Tsepkalo announced that he had handed over 160 thousand signatures to the Central Election Commission with the required 100 thousand. Registration of candidates for the presidential elections, which will be held on August 9, is scheduled for July 5-14.
RBC sent a request to the representative of Valery Tsepkalo.
The Ministry of Communications and Mass Media has proposed a new version of the draft resolution on the experimental launch of the Gostech digital platform, in which it excluded the proposal to appoint Sberbank as its operator. The Bank is the initiator of its creation, and the idea to make it the operator of its creation was expressed by the Ministry in a previous modification of the draft resolution of June 10, 2020.
Platform without operator
A digital platform with the unofficial name of “Gostech” can remain without a single operator. This follows from the revised version of the Russian Government’s Ministry of Communications decision on an experiment to create this platform – all references to specific companies were excluded from it, as Kommersant wrote.
After the launch, Gostekh is expected to take on the interaction of citizens and business with public services and information systems of government agencies. The updated draft resolution is aimed at coordination with other departments, and its discussion should take place on June 29, 2020.
The idea to create a digital platform “Gostech” belongs to Sberbank. After amendments to the draft resolution were made at the launch stage, the platform can use the experience of not only Sberbank, but also its competitors, including the VTB and Rostelecom consortium. At the end of March 2020, they created a joint venture, Big Data Platform, whose main activity was the development and monetization of products based on big data processing using artificial intelligence (AI) and machine learning technologies.
Several operators can appoint a digital platform for Sberbank
According to the draft resolution, the Gostech platform is designed to integrate a number of public services. These include, among other things, cadastral registration of real estate, rental of state property, as well as obtaining a digital policy of compulsory medical insurance (MHI). The operators of these services after the launch of the platform will be Rosimushchestvo, Rosreestr and the MHI Fund.
Previous version of the project and participation of Sberbank
Sberbank initiated the creation of the Gostech platform. In mid-April 2020, he first demonstrated to the Government of Russia the concept of “Gostekh” for the migration of government services and authorities. The Ministry of Communications and the Analytical Center under the Government also took part in its development.
Sberbank appeared in a previous version of the draft resolution, on the experiment to create Gostekh, sent by the Ministry of Communications for approval to other interested departments on June 10, 2020. As CNews reported, the bank was indicated as a participant in the experiment to deploy the platform and the department even offered to give it the powers of its operator.
Representatives of the Ministry emphasized that the transfer of the Gostech development to Sberbank does not imply any expenses from the federal budget. However, a number of experts expressed concern that this transfer carries the risks of a merger between Gostekh and the bank’s information systems. This can lead to a monopolization of the interaction of the state with individuals and businesses within the framework of the provision of financial services, insurance, communication services and other products of its ecosystem.
Other possible platform members
The proposal of the Ministry of Communications for the appointment of Sberbank as the Gostekh operator was preceded by a joint appeal of the heads of VTB, Russian Post and Rostelecom to the Prime Minister of Russia Mikhail Mishustin June 9, 2020 As CNews reported, in their appeal they proposed not to be limited only to the developments of Sberbank during the creation of Gostekh.
As an alternative, they proposed their own technologies along with the State Unified Cloud Platform (GEOP) Gosoblako, about which CNews wrote about the experimental launch in late August 2019.
The heads of VTB, Russian Post and Rostelecom made an additional proposal to create an interagency working group to develop a new concept for Gostekh, which would include, among other things, experts from the business community. They also insisted that the list of decisions for the creation of Gostekh should not be closed.
In their opinion, the launch of Gostech will require access to the widest possible number of developers, as well as compliance with a policy of non-discriminatory integration and the rejection of the use of non-free software of foreign origin
The Federation Council and the CEC are discussing the possibility of postponing the practice of voting for several days to subsequent elections. This, according to the upper house of parliament, will ensure convenience and security.

Voting for several days in the election is quite possible, said RBC member of the CEC Yevgeny Shevchenko. According to him, for this it is necessary to consolidate this idea legislatively. Earlier, a similar idea was made in the Federation Council.
“If this is an element of the electoral law, the CEC, as a law enforcement body, will implement this,” he said. “I talked a lot with the participants in the voting, almost all of them speak positively that there is an opportunity to choose when to vote.”
Answering the question whether the Federation Council had already approached the CEC with a similar proposal, Shevchenko explained that after the end of the all-Russian vote on amendments to the Constitution “all issues related to the forms of its holding will be discussed in detail, including with the legislators”.
The fact that the Federation Council intends to discuss with the CEC and the Civic Chamber the possibility of extending the practice of voting within a few days to the elections was previously announced by the chairman of the Committee on Constitutional Legislation Andrei Klishas, RIA Novosti reports. According to him, this possibility will be discussed taking into account practice gained during the nationwide voting on the Constitution.
The speaker of the Federation Council, Valentina Matvienko, proposed discussing the possibility of spreading the voting form for several days. She noted that the extension of the vote on the Constitution made it possible to comply with sanitary and epidemiological requirements in an epidemic.

The United Shipbuilding Corporation (USC) has abolished the presidency because there is “only one president” in the country. This was stated by the head of the USC Alexei Rakhmanov, reports RBC.
“For the fifth day already, I’m not the president of USC, but just the general director,” Rakhmanov said. He explained that the relevant changes were approved, made to the charter of the company and entered into force. In the future, they will be followed by other organizational rearrangements.
USC vice president becomes candidate for head of new offshore corporation
“Why we did this, the answer is very simple – the president in the country is one, we all know him very well, and everything else should have its own names,” Rakhmanov explained.
Earlier in Russia, the authorities changed the name of the posts of heads of regions of the country. In September 2010, the parliament of Chechnya – at the suggestion of Ramzan Kadyrov himself – decided to change the name of the post of the head of the region from “president” to “head of the republic”. Kadyrov explained his proposal on renaming the presidents of the republics of Russia that “there should be only one president in a single state”, and the “parade of regional presidents” should be stopped.
Publication of exit polls for voting on amendments can help raise public awareness, Peskov said. In the morning, VTsIOM announced the first data on the results of the vote, although it is forbidden in ordinary elections

The question of whether VTsIOM allowed exit polls to be voted on under the Constitution should be addressed to the Central Election Commission, said presidential spokesman Dmitry Peskov, RBC reports. However, he recalled that we are not talking about competitive voting.
“Here the main authorized agency is the CEC. Therefore, the conclusion of the CEC is probably fundamental. It should be borne in mind that we are not talking about a competitor voting, therefore, we can identify with the opinion of the CEC, ”the representative of the Kremlin said.
VTsIOM named the results of exit polls on voting under the Constitution
According to Peskov, the publication of the preliminary results of the vote before the completion of the plebiscite “may contribute to raising public awareness.”
In accordance with the legislation on elections, the publication of exit polls is prohibited until the end of voting or referendum. However, the format for voting on amendments to the Constitution was not provided for in the current voting. Its implementation is regulated by a special law and a presidential decree.
On the morning of June 29, two days before the end of the vote, the results of the exit polls were published by VTsIOM. Turnout at that time was more than 30%. (37.1% at 12:45 Moscow time). Of the polling participants surveyed by sociologists, 70% agreed to answer a question about their choice. Of these, amendments supported 76%.

The chairman of the Central Election Commission, Ella Pamfilova, confirmed that the publication of the exit polls does not violate the law, but recalled that the CEC asked to abstain from doing so until the end of the vote. “The only thing we asked was for the results of the exit polls not to be announced, at least until the moment the vote ends. But this is only what we could give as a recommendation. Unfortunately, we have no other levers, ”she said.

German politicians and the prosecutor’s office began testing against Clemens Tönnis after 1.5 thousand people became infected with coronavirus at his meat processing plant in Rheda-Wiedenbrück (federal state North Westafalia in Germany), reports Bloomberg. The publication WirtschaftsWoche back in 2015 due to the type of activity of Tönnis gave him the nickname “sausage king”.
The agency notes that the majority of cases of COVID-19 are workers from Eastern Europe. After information was received about infected people, the authorities decided to close the plant. Bloomberg calls the situation at the Tonnis facility the largest local outbreak of coronavirus infection in Germany.
The publication also reported that after the outbreak of infection at the plant in German political circles, they discussed the possibility of accelerating legislative changes that improve working conditions and the level of hygiene in enterprises. Some politicians are also considering asking Tennis to take on some of the costs that the country incurs due to the pandemic.
WHO warned of a new wave of coronavirus incidence in Europe
Der Spiegel talked to one of the factory workers named George. According to him, in the past few weeks, a device for measuring temperature has been installed at the entrance to the enterprise. However, measures to identify cases were taken too late, the man said. In addition, George said that there was no person at the entrance who would service the device, so the workers “just ran past.”
Foreign citizens who in March this year issued a visa to visit Russia, but canceled the visit due to the coronavirus pandemic, will be able to reissue it for free. This was stated in an interview to Kommersant by the Deputy Foreign Minister, State Secretary Yevgeny Ivanov.
According to him, Russian laws do not allow to extend a visa if it is issued. but not used because the visa is a document with a limited validity period. But ignoring the issue of canceling visits and expiring visas would be wrong.
“The Russian Ministry of Foreign Affairs considers it possible to offer foreign citizens who have canceled their trips to Russia, despite previously issued single or double entry visas, the validity of which began in mid-March, to apply for new visas of the same multiplicity for free,” Ivanov said.
Russia and Belarus signed an agreement on mutual recognition of visas
The deputy minister noted that it would be possible to draw up documents for entry into Russia free of charge within six months from the date of lifting restrictions on entry in the country. To do this, foreigners will need to provide documents confirming their right to obtain a visa for a new term.
