Both the Regional Chairman and the Practice Manager have already been informed a year ago about horrible conditions for patients and employees in Alles Lægehus – by two serious health professionals, a nurse and a doctor, who have lived up to medical ethical rules in an exemplary manner, knowing that they themselves could be subjected to reprisals.
In Kontant’s broadcast, Carsten Haugård Kvist, as supervisory authority, called for access to medical records as his only option for control. Some regions have already started asking specialists to send copies of medical records for billing purposes. According to the collective agreement and the legislation, as a specialist doctor you are not obliged to send medical record copies to the region.

Now they have instead chosen to leave the police in charge of uncovering inappropriate conditions in Alles Lægehus.
In special cases, the regions can check whether fees correspond to the doctor’s record. It requires a medical specialist with specialist knowledge to carry out a medical record review. This has been possible for the past 15 years according to the collective agreement for specialist doctors.
Regional council chairman Mads Duedahl and practice manager Carsten Haugård Kvist constitute the responsible supervisory authority in Region North Jutland with all medical practices – including private groups.
Apparently, for many years, they have not shown timely care as a supervisory authority.
At the same time as publishing the police report, the Regional Chairman again showed shirking of responsibility by calling on citizens to check their records and doctor themselves.
The doctor’s oath states: “…that I will not reveal what I have experienced in my capacity as a doctor…”
Regarding doctors’ confidentiality:
General practice with family doctors is – without comparison – the most important foundation in an otherwise severely lagging healthcare system. The idea that the Regions can in future run General Practice will probably mean the collapse of the entire healthcare system.
In connection with Kontant’s disclosure of the conditions, and questions about why the Region had not previously intervened as a result of documented information from two whistleblowers, the Practice Manager stated that he considered the two health professionals to be untrustworthy.
Apart from defamatory statements, no responsible citizen can in future have the courage to point out suspicious circumstances.
A major obstacle is permanent straw man clinics with corporations owned and managed far away. Instead, general practice should be strengthened in collaboration with the PLO.
Conclusion: The regions do not in any way need more tools to control general practice or specialist medical practice – but do need to seriously tighten up their supervisory duties. There is a need for control with the Regions. The duty of confidentiality must be inviolable to ensure patients’ rights and a trusting doctor-patient relationship.
When Health Minister Sophie Løhde, after Kontant’s disclosure, subsequently promised the Danish Regions better tools to control doctors, it sent a chill down her spine. All Danish doctors’ duty of confidentiality in relation to confidential information should be inviolable – and beyond any discussion. Breach of confidentiality can have serious consequences for the patients concerned. A doctor-patient relationship is created which is threatened by mistrust – this can mean missing information in the consultation, so the patient risks not getting the right treatment, be it physical or psychological.
The region has all the necessary tools to check medical and specialist practice on an ongoing basis down to the smallest detail. There is no reason to destroy a trust-based doctor-patient relationship, which is absolutely essential for relevant examination and treatment of patients, by encouraging widespread reporting.
Alles Lægehus’ irregularities could as easily have been revealed by the Regional Supervisory Authority with the same tools as are used in all other practices. Why this control was not wanted is still unanswered.

The population needs Health Minister Sofie Løhde – and the Folketing – to take their task seriously if all citizens in Denmark are to be guaranteed a regular doctor.
