Indonesian Police‘s Ethics Commission Demotes Officer Involved in DWP 2024 Extortion Case

In a significant turn of events, the Indonesian National Police (Polri) has held a disciplinary hearing for a police officer, initialed as ‘D’, who was allegedly involved in extorting attendees at the Djakarta Warehouse Project (DWP) 2024. As a result, the officer has been demoted for a period of five years.

The decision was announced by Kombes Erdi Adrimulan Chaniago, the Head of Public Relations Division at the National Police Headquarters in Jakarta. The officer, who was serving as the Chief of snacks at the Subdivision III of the National Narcotics Agency’s Regional Office in Metro Jaya, was found to have demanded money from attendees in exchange for their release after being arrested on suspicion of drug use.

Consequently, the officer has been issued a demotion of five years, effective immediately. Furthermore, he has been instructed to apologize verbally during the disciplinary hearing and in writing to the Police Chief. The officer will also undergo a month-long program focusing on spiritual, mental, and professional knowledge development.

In addition to these sanctions, the officer has been placed in a special patrol unit (Patsus) for 20 days, starting from December 27, 2024, until January 15, 2025. This decision was made following a thorough investigation involving the officer and four witnesses.

The disciplinary hearing was held today from 9:00 AM to 2:10 PM WIB at the Propam Division’s Meeting Room, 1st Floor of the TNCC Building at the National Police Headquarter. Brigjen Agus Wijayanto, the Karowabprof (Head of Professional Security Division) in the Propam Division, served as the Chairman of the Hearing Committee, with Kombes Heri Setyawan, the Head of Internal Ethics Division in the Propam Division, acting as Vice-Chairman.

The three members of the committee were AKBP Heru Waluyo, AKBP Rusdi Batubara, and AKBP Endang Werdiningsih, who served as the heads of their respective sub-divisions in the Propam Division.

The committee found that the officer had been involved in ensuring the safety of DWP 2024 attendees, including both WNI (Indonesian citizens) and WNA (foreigners), following reports of drug use. However, during the subsequent investigation, he demanded money in exchange for their release.

The officer’s actions violated several regulations, including the PP No. 1/2003 regarding the Dismissal of Police Officers, the PP No. 7/2022 regarding the Code of Ethics and the Ethics Commission of the Indonesian National Police. The officer has the right to appeal the decision.

The incident occurred during the DWP event at the JIExpo Kemayoran in Central Jakarta on December 13-15, 2024. A total of 18 officers from the Metro Jaya Regional Police, Metro Jakarta Pusat District Police, and Kemayoran Police Sector were involved. As of January 8, 2025, 12 officers have already been subject to disciplinary hearings, and the process will continue until all 18 officers have been addressed.

Firli, who was named a suspect in a bribery case involving former Minister of Agriculture Syahrul Yasin Limpo on November 22, 2023, is currently the only suspect in the case. Despite thorough investigations involving 160 witnesses, no other suspects have been identified.

The upcoming summon marks a crucial turn in the case, as Firli, who has evaded interrogations thus far, could potentially provide crucial evidence or clarify his role in the alleged crime. Ade mentioned that the date for the forced summon has not been decided yet, but they would coordinate closely with the Prosecutor’s office to expedite the case.

In another significant development, Firli is also entangled in another case involving a meeting with SYL at a badminton court. In this case, Firli is a witness, despite the case proceeding to the investigation stage.

Firli faces charges under article 12e and/or 12B or article 11 of Law Number 31/1999 on Corruption Eradication, along with elements of article 65 of the Criminal Code (KUHP) for both cases. Should he fail to cooperate, prosecutors may apply article 36 in combination with article 65 of the Corruption Eradication Commission Law.

The marathon hearings, lasting over 12 hours from Tuesday to Wednesday, resulted in the termination of officers D and Y. While officer M’s hearing is still ongoing and will reconvene on Thursday, the results are expected to be announced in a subsequent press conference.

"The Police Commission on Professional Ethics has decided to dismiss officers D and Y with indignity, while the hearing for officer M is still underway and will continue tomorrow," said Brigjen Trunoyudo in a written statement.

The dismissed officer D was identified as Kombes Donald P. Simanjuntak, the former Director of Narcotics in the Metro Jaya Regional Police. Earlier this month, the Metro Jaya Police Chief, Irjen Karyoto, had demoted 34 personnel from the narcotics directorate following the incident.

Initial reports indicated that a total of 45 Malaysian nationals were affected by the alleged harassment, with total misappropriated assets estimated at IDR 2.5 billion (USD 179,000). Following the incident, the suspects were transferred to the Police Professionalism and Security Division (Propam) for further investigation and disciplinary action.

In a commitment to transparency and accountability, the police confirmed that the entire process was monitored by the National Police Commission (Kompolnas) as an external auditing body.

This development underscores the Indonesian National Police’s zero-tolerance stance regarding misconduct among its ranks, particularly in cases involving international visitors and incidents that tarnish the country’s image.

In a recent move, the Indonesian National Police (Polri) has initiated a series of mutations, including the reassignment ofDirektur Reserse Narkoba Polda Metro Jaya, Kombes Donald P Simanjuntak. The decision, detailed in Surat Telegram number 2776/XII/Kep.2024 dated December 29, 2024, comes amidst the ongoing investigation into allegations of harassment against Malaysian spectators at the DWP 2024 event.

The Police’s Propagand Section (Propam) has been actively probing the case, with Kadiv Propam Polri, Irjen Abdul Karim, revealing that 45 Malaysian nationals have been identified as victims. The total value of seized assets, serving as evidence, amounts to Rp2.5 billion. Karim also disclosed that the suspected officers have been transferred to a specialized unit within the Police.

Kombes Ade Ary Syam Indradi, the Head of Public Relations for Polda Metro Jaya, confirmed the mutation of Kombes Donald, who is now reassigned as Analis Kebijakan Madya for the Binmas Baharkam division within Polri.Meanwhile, Kombes Ahmad David, formerly Penyidik Tindak Pidana Madya Tingkat II at Bareskrim Polri, has been appointed as the new Direktur Reserse Narkoba for Polda Metro Jaya.

Prior to this, the Metro Jaya Police Chief, Irjen Karyoto, had relieved 34 personnel from the narcotics task force following the same incident, as per Surat Telegram ST/429/XII/KEP.2024 dated December 25, 2024. These individuals were transferred to the Yanma division within Polda Metro Jaya, pending further investigation.
