Tampa City Council Prepares for High-Stakes Ballpark Vote
On Wednesday, Carlson posted a message on social media signaling that negotiated concessions may have shifted his stance. Local officials have done exactly what taxpayers elected them to do,
Carlson wrote on X, adding that the final agreement reflects that work.
A favorable vote by the city council on Thursday will likely trigger a Friday vote by the Hillsborough County Commission. If the county approves its share, the financial commitments will be officially locked in, clearing the path for construction to begin with the goal of opening the venue in time for the 2029 season.
Rays Release Community Benefits and Legacy Plan
As local leaders weigh the financing package, the franchise published a proposed Community Benefits and Legacy Plan detailing investments aimed at residents, students, and local businesses throughout Tampa and Hillsborough County. The wide-ranging proposal spans affordable housing preservation, anti-displacement strategies, workforce development, transportation upgrades, minority- and women-owned business participation, and youth sports initiatives.
Rays CEO Ken Babby emphasized that the organization intends for the ballpark precinct to anchor broader regional improvements beyond the games themselves.
“This Community Benefits and Legacy Plan, as proposed, will positively impact our entire region above and beyond the many benefits that will be produced by the ballpark, the reimagined Hillsborough College campus, and privately financed mixed-use district.”

Hillsborough College Campus Transformation and Funding
The proposed ballpark is designed to transform the North Dale Mabry property into a mixed-use civic hub featuring an innovation zone and modern academic facilities. According to college administrators, the campus will remain operational throughout the construction phase, with certain services temporarily shifting to alternative spaces on site.
The broader campus redevelopment is structured as a distinct $215 million project separate from the main stadium financing. State officials have already committed $50 million toward the college upgrade, while Hillsborough College leadership plans to seek the remaining $165 million from state appropriations, as reported by FOX 13 Tampa Bay.
