Territorial President Juan Jesus Vivas described the situation as a “total humanitarian and social crisis” during televised statements broadcast on Spanish television. According to Vivas, approximately 200 migrants arrive in the territory daily by swimming around coastal barriers or running past border infrastructure from neighboring Morocco.
Footage from local broadcasters showed individuals swimming around maritime barriers and running into the city streets. Local authorities report that hundreds of people are currently sleeping outside the territory’s overcrowded reception center.
Border Collapse and Security Response
The influx has overwhelmed existing border controls. Rachid Sbihi, head of the Guardia Civil police union in Ceuta, stated that the border has “collapsed totally,” noting that thousands of migrants have crossed over, making precise counts impossible.
In response to the arrivals, the Spanish police force Guardia Civil, alongside emergency services and the Red Cross, deployed boats to rescue swimmers in the water and transport them to the territory. The demographic of those arriving consists primarily of Moroccan nationals, alongside a smaller group of Algerian individuals.
