PEKALONGAN – In line with the policy issued by the Ministry of Administrative Reform and Bureaucratic Reform (PAN-RB), the Pekalongan City Government has confirmed that it will stop recruiting new non-ASN (non-state civil apparatus) or honorer employees since 2025 onwards. Wali Kota (Mayor) Afzan Arslan Djunaid asserted this policy, stating that the hiring freeze is aimed at curbing the increase in the budget of the Local Revenue and Expenditure Budget (APBD) of the city.
The Ban on New Honorer Recruitment
The ban on new honorer recruitment is based on Law No. 20 of 2023 concerning Civil Servants, which prohibits the recruitment of non-ASN workers to fill civil service positions. Djunaid explained that this regulation applies to all heads of government agencies and aims to streamline bureaucracy, enhance the quality of public services, and ensure the proper use of national financial resources.
The Sanctions for Non-compliance
Heads of government agencies that disobey this regulation and continue to hire or extend the contracts of workers who are 58 years old will be subject to penalties in accordance with existing laws. Furthermore, non-compliance will make the agency vulnerable to inspection by government auditors.
The Future of Civil Servants
Starting in 2025, there will be no more civil servants with honorer, contract, or similar status. The policy aims to create a more efficient civil service sector, better serving the interests of the public.
