Kazakhstan President Kassym-Jomart Tokayev proposed freezing the war in Ukraine and returning to the 2022 Istanbul negotiation framework during a meeting with Russian President Vladimir Putin in Omsk, according to the BBC. The Kazakh leader added that the process should proceed under the guarantees of great powers, including Russia, to reach a long-awaited peace. Tokayev explained he shared his view because he was asked to convey such a message, noting that nobody currently knows how to exit the situation given the differing positions of both sides.
