Jamaican Representatives to Present at Global Diplomatic Protocol Conference in Budapest
Two Jamaican professionals will participate in the fifth Annual World Protocol Matters Conference 2026, taking place in Budapest, Hungary, from May 11–13.
The event serves as a global forum aimed at standardizing professional etiquette and diplomatic practices to foster greater international cooperation.
The Role of Protocol in International Relations
Diplomatic Advisor Kimberley Morgan, one of the two Jamaicans attending, highlighted that while protocol often operates in the background, it is the foundation of all diplomatic relations. According to Morgan, when executed correctly, protocol can positively influence the outcomes of relations between countries.
Morgan noted that protocol sets a critical stage for high-level negotiations, which may lead to favorable results such as the signing of treaties and bilateral agreements. She emphasized that every detail—from the placement of flags to the order in which individuals enter a room—is calculated.
For small nation states, getting these details right is particularly significant, as Morgan described protocol as a potential “deal maker or breaker.” She provided an example of how protocol can be used to signal sentiment, noting that sending a low-ranking official to meet a high-ranking visitor at an airport could be viewed as a “silent way of showing disinterest or disapproval” or a “subtle snub.”

The two Jamaican representatives will deliver the following presentations:

- Kimberley Morgan: “Soft Power: Is this the New Super Power?”
- Robert Scott: “The New Gravitas: Executive Presence as a Strategic Protocol Tool for 21st-Century Diplomacy.” Scott serves as the chief operating officer of Lifespan Co and the honorary consul general of the Republic of Latvia.
Beyond her own presentation, Morgan expressed a keen interest in learning from other world-renowned professionals in attendance. She indicated that the information gleaned from the conference could be used to help bolster her work within Jamaica.
