Headline: Ukraine‘s 2025 Switch: Mandatory Digital Payments for Small-Town Businesses
Get ready, Ukraine! Significant changes are on the horizon for businesses operating in towns with populations under 5,000. Starting January 1, 2025, these enterprises will be obligated to integrate cashless payment options, as per a new government directive. This shift aims to boost digital adoption and improve financial services accessibility.
The New Norm
From 2025, small-town retailers will be required to facilitate transactions using:
- Electronic payment methods
- Payment apps
- Payment devices
However, the following business categories are exempt:

First group, single-tax e  will also be exempt. They will have three months to comply post-war or post-occupation.
Consequences for Non-Compliance
The State Tax Service will impose penalties on non-compliant businesses:
- First offence:UAH 1,700 to 3,400
- Recidivism (within a year):UAH 8,500 to 17,000
The government’s decree N894 as of 29 July 2022 outlines these penalties.
