Ukrainian State Registries Temporarily Suspended Due to Cyberattack; Government Automatically Extends Existing Mobilization Reserves

The Ukrainian government has taken a proactive measure to extend existing mobilization reserves following a temporary shutdown of state registries caused by a large-scale cyberattack earlier this month.

Automatic Extension of Mobilization Reserves

The Cabinet of Ministers has decided to automatically prolong active mobilization reserves by one month, up to February 28, 2025. This decision, announced by the Ministry of Economy, affects reserves that were active as of December 19, 2024 and were granted according to Regulation No. 76 from January 27, 2023.

For instance, if a worker’s mobilization reserve was set to expire on December 20, 2024, it will now be extended until January 20, 2025. Moreover, employers whose reserves had already expired by December 19, 2024 can re-establish them once the registries are back online.

This move is expected to simplify the extension process, particularly for those working in critical sectors or contributing to the country’s economic stability.

Cyberattack on Ukrainian State Registries

On December 19, 2024, a substantial cyberattack targeted Ukraine’s state registries. Vice Prime Minister for European and Euro-Atlantic Integration, Olga Stefaniishyna, confirmed that the assault temporarily halted operations of the Unified State and State Registries, which fall under the purview of the Ministry of Justice.

The former Minister of Justice, Denys Malyuska, stated that while no serious data loss has been reported, the attack is a shift in strategy for Russian hackers, who previously focused on stealing information rather than destroying it.
