French Comités Sociaux et Économiques (CSEs) are set to offer employees even more benefits in 2026, with new provisions for subscription discounts and digital library access. These changes, effective January 1st, 2026, aim to broaden the scope of social and cultural advantages available to workers, although also clarifying the conditions for tax exemptions.

Discount Platforms: A Fully Exempt Benefit, With Caveats

Online discount platforms, providing access to a wide range of offers in areas like leisure, fashion, culture, and sports, are now eligible for full social security contribution exemptions – but only under specific conditions. These platforms are being treated similarly to traditional discount cards offered by CSEs.

To qualify for exemption, the discounts offered through these platforms must be exclusively linked to activities that promote the social and cultural well-being of employees and their families. If this condition isn’t met, the entire benefit will be subject to contributions.

Digital Library Subscriptions: Access to Culture, Tax-Free

CSEs can now also offer tax-exempt subscriptions to digital libraries. However, the content accessed through these subscriptions must be exclusively cultural in nature.

The URSSAF (French social security organization) defines cultural content as including books, comics, magazines, and written documents, as well as pre-recorded audio and visual materials, including educational courses. Content streamed live or involving direct interaction with instructors is not considered cultural for exemption purposes.

If a subscription provides access to both cultural and non-cultural content, only the portion attributable to cultural content will be exempt from contributions. Clear identification of costs is therefore crucial.
