United States Ambassador to the Philippines Lee Lipton dismissed reports on Saturday, November 7, 2026, that a framework agreement for the Pax Silica Economic Security Zone would be signed during the 49th Association of Southeast Asian Nations Summit in Manila.
The clarification followed statements from the Bases Conversion and Development Authority suggesting the signing could take place during the regional event scheduled for November 16 to 18, 2026. US President Donald Trump is among the global leaders expected to attend the summit.
Ambassador Lipton Clarifies Framework Schedule
Ambassador Lipton stated that no announcement regarding the economic security zone was ever planned for the summit. He noted that decisions regarding the initiative will be made in full consultation with the Philippine government at the appropriate time.
“As stated previously and as part of this process, we expect rigorous discussions on impacts to all stakeholders,” Lipton said in a statement.
Did You Know? The Philippines joined the Pax Silica initiative in April, and negotiations between Manila and Washington on the project’s governance framework have been underway to align with the 80th anniversary of the Philippines-US relationship this year.
Local Criticisms Challenge the New Clark City Hub
The proposed development is envisioned as a massive 1,620-hectare industrial hub in New Clark City, Capas, Tarlac. The Bases Conversion and Development Authority estimates the project could attract up to US$70 billion in investments and create as many as 190,000 direct jobs.
However, the initiative faces mounting criticisms across the Philippines. Civil society groups, scientists, and farmers argue that the hub could harm the environment, displace indigenous communities, and strain the Luzon energy grid due to massive power and water needs. Critics also contend the project could expose the country to security risks and deepen involvement in US-China strategic rivalry.

Status of Washington Negotiations
According to Malacañang, the Bases Conversion and Development Authority submitted a memorandum to the Office of the President through the Office of the Executive Secretary to prompt the final stretch of negotiations. Palace press officer Claire Castro stated that the Department of Trade and Industry also provided guidance for the framework arrangement.
The Philippine government announced it is awaiting Washington’s response to the draft agreement. While officials previously hoped to expedite the process in time for the summit, Ambassador Lipton’s remarks indicate a firmer timeline has not been locked in.
