Zelensky explained, "In Ukraine, everyone understands that elections aren’t feasible until the war is over, or there are substantial changes in the law. I believe elections will happen immediately after the lift of martial law, as per the law. Alternatively, parliamentarians could convene and amend the legislation, albeit it would be challenging due to societal opposition."

One of the primary obstacles is the need to create infrastructure for over 8.5 million Ukrainian refugees to vote. Adding to the complexity is the situation in occupied territories with millions of residents, including those displaced due to the recent aggression.

Zelensky also hinted at the possibility of online voting, acknowledging the need for a revised voting system during wartime. However, he expressed concerns about potential cyber threats and other challenges associated with digital voting platforms.
