Ukrainian Police Clarify: No Automatic Fines for Lack of ‘Sтраховка’ Yet

Contrary to circulating rumors, Ukrainian traffic police have confirmed that there’s no automatic fine system in place for drivers without ‘страховка’ (motor insurance). Recent claims of such a system are unfounded, according to a statement by Oleh Biлошицький, a police spokesperson.

Currently, neither the legal framework nor the technical capabilities allow for automated detection of this traffic violation. For automatic fines to be imposed, changes must be made to Ukrainian administrative laws, specifically the Code of Ukraine on Administrative Offenses. Moreover, the automatic traffic enforcement system would need to be adapted to recognize this particular infraction, which isn’t the case at present.

Biлошицький reassured the public that this issue is being addressed both technically and normatively. Before any changes are implemented, drivers will be notified through official channels, as was done previously with other traffic regulations.

Current Enforcement Status

While the automatic fine system for lacking ‘страховка’ is not yet active, Biлошицький reminds drivers that police officers can still stop vehicles and check for insurance during routine patrols. Therefore, it’s crucial to carry valid insurance, not only because it’s a legal requirement but also for your safety.
