The Directorate General of Immigration and Passports (DGIP) is implementing a sweeping overhaul of its services, ranging from the introduction of specialized passport categories to a complete digital transformation of the application and payment process.
DGIP Director General Muhammad Ali Randhawa announced on Tuesday that the department has approved blue passports for 42 high-tax-paying individuals. These individuals have been designated as “ambassadors at large” following instructions from the Prime Minister.
According to Randhawa, the majority of these specific passports have already been issued to the recipients.
Expanding Specialized Passport Categories
The DGIP is currently considering a proposal to introduce specially coloured passports for businesspersons who contribute taxes above a specific threshold.
This plan is being reviewed through consultations with the Federal Board of Revenue (FBR) and the Ministry of Commerce.
Digital Reforms and Application Services
The department is moving toward a more digital-centric approach to reduce staffing constraints and allow for 24/7 application submissions.
Authorities are reviewing the introduction of an online application system, which may include a dedicated mobile application similar to the NADRA Pak-ID platform or direct integration with existing NADRA services.
Under this proposed system, applicants could upload photographs and previous passport copies via a mobile app and receive notifications if additional information is required.
a digital chatbot is being developed to provide real-time status tracking and guidance on documentation. This initiative is intended to reduce the workload on call centres, which are also currently being expanded.
Logistics and Payment Overhaul
The DGIP is also negotiating with a courier company to introduce doorstep delivery of passports. Once finalized, applicants in Islamabad may receive their passports at home for a nominal delivery charge.

This delivery facility may later be extended to overseas Pakistanis in a phased manner.
Significant changes to payment methods will take effect after June 30, when passport fee payments will no longer be accepted through National Bank branches.
A fully cashless system will be introduced, utilizing QR-coded tokens to enable payments through mobile banking applications.
Legislative Developments
In a separate legislative move, the Senate is moving a bill that would extend the issuance of blue passports to the children of lawmakers.
