Estonia-Latvia 4th Electricity Cable Route Finalized: Key Details Revealed

by Rachel Morgan News Editor
Plans for a new electricity connection between Estonia and Latvia go on display today following two years of discussions. According to the Ministry of Economic Affairs and Communications, the project aims to strengthen Estonia’s security of supply, improve grid function, and expand opportunities for the export and use of renewable energy.

Where will the Estonia-Latvia electricity connection be located?

The proposed route begins at the Paide substation in central Estonia. From there, it passes through Järvakandi, Rumba, and Lihula before reaching the coast at Pivarootsi, where the connection transitions into a subsea cable. On the island of Saaremaa, the line resumes on the eastern coast as an underground cable leading to the Mägi-Kurdla substation. It then continues as an overhead line through the center of the island, eventually reaching the Kotlandi area on Saaremaa’s western coast to connect toward Latvia.

Why is the project timeline uncertain?

Completion dates for the connection are currently unclear. ERR reported in mid-May that Elering postponed a final decision on the project. This delay follows previous expectations that the connection would be finished by 2038 at the latest.

What happens next for the project?

The public display of plans marks a step in the process after two years of discussions. Because Elering has postponed its final decision, the project’s actual start date and final delivery may shift. Future developments likely depend on the outcome of these displays and the subsequent decision by Elering regarding the project’s viability and timeline.
