Headline: Mexico City & Surrounding Areas Observe ‘Hoy No Circula‘ on January 3, 2025: Blue Plates with Endings 9 & 0 and Holograms 1 & 2 Restricted
In an effort to curb pollution and improve air quality, Mexico City and certain neighboring states will enforce the ‘Hoy No Circula’ program this Friday, January 3, 2025. Vehicles with specific characteristics are prohibited from circulating during designated hours.
Vehicles Affected:
- Cars with blue license plate stickers, ending in numbers 9 and 0, and bearing holograms 1 and 2.
- Those with permits are also included in the restriction.
Exceptions:
- Vehicles equipped with hologram 00, 0, electric, or hybrid engines are exempt, along with public transport vehicles.
The restriction applies from 5:00 AM to 10:00 PM in Mexico City, interconnected municipalities of the State of Mexico (Edomex), as well as in Hidalgo, Morelos, Puebla, and Tlaxcala, provided the vehicles have valid verifications.

Penalties:
Violating the Hoy No Circula rule may result in a fine of 20 to 30 times the current daily minimum wage (UMA), amounting to around MXN 2,074.80 to 3,112.20.
Additional Information:
- No Doble Hoy No Circula was implemented, as the air quality remained within acceptable levels.
- The program stands as a regular measure to reduce traffic congestion and improve air quality throughout Mexico City and its surroundings.
