Minaivdsvit: KYIV – Ministry of Health Introduces New Assessment Methods for Disability Determination

The Ministry of Health has announced new methods for assessing disability, which will be conducted in one of the following ways: on-site at medical facilities, remotely via telemedicine, or through document review without the patient’s presence. Additionally, mobile assessments will be conducted at patients’ residences or hospitals if they have mobility issues or are undergoing long-term treatment.

Details of the New Assessment Methods:

  1. On-site Assessment: This involves a physical examination at a medical facility.
  2. Remote Assessment: Telemedicine is used to assess the patient’s condition without requiring their physical presence.
  3. Document Review: In some cases, assessment can be based solely on documents provided by the patient, without requiring their presence.
  4. Mobile Assessment: On-site visits can be arranged if the patient has difficulty moving or is hospitalized for an extended period.

Groups Eligible for Document Review Assessment:

  • Cancer patients with stage III or IV tumors (confirmed by CT/MRI or biopsy).
  • Hematological and blood-forming organ diseases.
  • Tuberkurosis.
  • Complications from hemiplegia, paraplegia, or tetraplegia.
  • Limb loss.
  • Organ transplant or artificial heart rhythm device implant recipients.
  • Congenital abnormalities.
  • Liver diseases.

Document review assessments are primarily intended for military personnel, combat veterans, or patients with documented severe health conditions.

Mobile assessments can be arranged if a patient has difficulty moving or is hospitalized. The decision to conduct a mobile assessment is made by a doctor or a medical-military commission based on medical indications. Special provisions are in place for tuberculosis patients, who can be referred to the assessment after 10 months of lost workdays.
