The decision brings one of the party’s most experienced leaders back into active politics, though it carries wider implications for internal party dynamics in Punjab, where Chief Minister Maryam Nawaz Sharif holds undisputed executive authority.
Office Placement in the Prime Minister’s Secretariat
According to party sources, Hamza Shahbaz will operate from an office located on the sixth floor of the Prime Minister’s Secretariat. His primary responsibility involves maintaining contact with PML-N lawmakers, hearing their grievances, and facilitating the resolution of constituency-related issues. The decision was finalized during a senior leadership meeting in Murree that included PML-N President Nawaz Sharif. Party sources state that Nawaz Sharif personally backed the move, which eventually persuaded Hamza to accept the assignment after months of resistance.
While Hamza holds no constitutional office, his new assignment effectively designates him as a political coordinator for the ruling party’s parliamentarians. Some party members privately compare the arrangement to a “political deputy” role to the prime minister, despite Deputy Prime Minister Ishaq Dar holding the formal position.
End of Political Silence and Past Proposals
This assignment marks the conclusion of Hamza’s prolonged political silence following the 2024 general elections and Maryam Nawaz’s elevation as Punjab chief minister. He previously spent considerable time abroad and avoided formal organisational duties, a withdrawal party insiders attributed to dissatisfaction with internal decisions. Sources indicate Hamza initially wanted to supervise Punjab party affairs alongside Rana Sanaullah, but that proposal was rejected. Prime Minister Shehbaz Sharif reportedly made repeated efforts to secure his return before Nawaz Sharif’s personal endorsement succeeded.
A similar coordination role is not entirely new for Hamza. During Shehbaz Sharif’s tenure as Punjab chief minister, Hamza performed comparable duties from an office at 90-Shahrah-e-Quaid-e-Azam within the Chief Minister’s Secretariat, where lawmakers approached him with constituency problems to coordinate with provincial departments.

Shifting the office to Islamabad is intended to avoid perceptions that Hamza is interfering in the provincial government led by Maryam Nawaz, symbolically separating his role from the provincial administration. If lawmakers approach Hamza with these provincial matters, he will necessarily communicate with Punjab’s administrative machinery. Such interventions, even if informal, could be perceived as parallel channels of authority within the ruling party.

The situation carries heightened sensitivity because Hamza and Maryam represent two influential centers within the Sharif family. Although both leaders consistently project public unity, political observers note that balancing their roles remains a delicate task for party leadership, as neither side benefits from perceptions of internal competition.
Party sources indicate that the success of the arrangement depends on clear demarcation of Hamza’s jurisdiction, responsibilities, and limits of authority by senior leadership. The re-entry of Hamza adds another dimension to the party’s leadership structure alongside Nawaz Sharif as supreme leader, Shehbaz Sharif leading the federal government, and Maryam Nawaz leading Punjab, leaving the long-term distribution of responsibilities within the family unresolved.
