The pertinacious presence of Ramzan Kadyrov, Tsjetsjenia’s president and Vladimir Putin‘s close ally, extends beyond his homeland’s borders. According to The Barents Observer, a militant organization linked to Tsjetsjenia is increasingly establishing itself in the Russian North, including the strategic Kola Peninsula, which shares a border with Norway.

In 2013, the so-called ‘Spetsnaz University’ was established in Gudermes, Tsjetsjenia. Here, thousands of Russian men have received training in military aggression and warfare, as per Store norske leksikon. Notably, Spetsnaz is defined as special-trained military units within the Russian armed forces.

The ties between Russia and Tsjetsjenia run deep, with Tsjetsjenia being subject to Russian rule since 1859. Kadyrov, often dubbed ‘Putin’s henchman,’ has ruled Tsjetsjenia with an iron fist, suppressing Islamist insurgencies and opposition alike. Putin appointed him as leader in 2007, following his father, Akhmad Kadyrov’s, assassination in 2004.

Expanding Reach in Russia’s North

The Barents Observer reports that Kadyrov and his associates have gained substantial power across Russia through ‘VOIN,’ a military organization that has opened offices in several regions. Notably, Kadyrov himself maintains a Tsjetsjensk representation in Murmansk.

VOIN’s key focus iscolon providing ‘patriotic education’ and military training to youth, operating in at least 12 regions, including Murmansk and Yamalo-Nenets. Murmansk’s center is led by Aleksei Chufyrov, a veteran of paramilitary organizations for children and youth.

Chufyrov’s recent involvement in a ten-day training program at Tsjetsjenia’s ‘Spetsnaz University’ further emphasizes the growing Tsjetsjenian influence in the Russian North. During the course, Chufyrov and other VOIN representatives were trained in marksmanship and drone piloting by Tsjetsjenian instructors, as confirmed on Russia’s VK social networking site.

A Key Player in Ukraine

Kadyrov’s influence extends beyond Russia’s borders, particularly in Ukraine. Since 2022, he has dispatched numerous Tsjetsjenian forces to aid Putin’s war efforts. Late last year, reports emerged, including from RBC-Ukraine, that Kadyrov planned to deploy roughly 84,000 Tsjetsjenian soldiers to the conflict.

While Kadyrov’s expanding influence raises concerns, his close alliance with Putin suggests that change may not be imminent. As such, understanding and monitoring his growing presence, especially in strategically important regions like the Russian North, is crucial.
