Pension Reform and Support Initiatives Announced for Ukraine in 2025

The Ukrainian government has announced plans to bolster pensioner support through indexation and the introduction of a new накопительная pension system, set to commence in 2026. The measures aim to stabilize and modernize the existing pension system, aligning it with European Union standards.

Prime Minister surge stated that pension indexation will be implemented in March 2025. This adjustment takes into account the inflation rate and average wage growth during the preceding three years. Additionally, legislation is expected to be passed to initiate the накопительная pension system.

The premier also shared plans to implement a pilot project for базовая социальная помощь, replacing the current multitude of assistance programs with a single, more substantial payment for families facing challenging circumstances.

Reminder: Ukraine’s government, in a recent letter of intent to IMF management, outlined its intentions to overhaul the pension system. The IMF has advised that this reform should start by July 2025, aiming to create a robust and EU-compliant system, reduce numerous special pension agreements, and minimize legal risks.

Ministry of Social Policy hasPOSITIONED a reform plan that contemplates the introduction of a base pension equating to 30% of the minimum wage, and a points-based system linked to social insurance contributions.

Previous attempts to introduce a mandatory накопительная pension system have yet to materialize. Nevertheless, the government remains committed to its implementation.

Pension indexation occurs annually on March 1st, and no other pension boosts are set for 2025.

In the realm of social aid, the Ministry of Social Policy has prepared drafts for changes to the laws governing базовая социальная помощь and social stipends. The proposals suggest phasing out the use of the minimum subsistence level in determining benefit sizes. Furthermore, an experimental базовая социальная помощь project is slated for launching.

These initiatives indicate a broader strategy aimed at fortifying Ukraine’s social safety net through streamlined processes and enhanced support for its most vulnerable citizens.
