A recent analysis by the German government suggests that Russia might be hinting at the possibility of concluding its war in Ukraine this year. According to a report by Bild, based on an internal analysis, the Kremlin is sending signals both to its citizens and the international community about a potential end to the conflict in 2025.
Several factors are driving this speculation. Firstly, Russia’s economic conditions are deteriorating, with inflation surging, the value of the ruble plummeting, and economic growth slowing significantly. Bild points out that while Russia experienced 3.8% growth in 2024, it’s projected to be just 1% in 2025.
Secondly, preparations are underway in the Presidential Administration of Russia for the State Duma elections scheduled for September 2026. These preparations, seen as indicative of a focus on post-war political strategies, further fuel the speculation.
However, the German Foreign Ministry maintains that the procession of events remains uncertain. In response to Bild’s query, the ministry stated that the German government currently assumes that the war will continue, as Russian President Vladimir Putin appears uninterested in serious peace talks or a stable peace.
Echoing this view, a Ukrainian official recently confirmed that Russia plans to maintain its military operations throughout 2025, with the potential to continue for several more years.
